Gerald Nerenhauser, the petitioner, stated he would apprec- iate a vote on this issue this meeting as the construction would be held up considerably if this be held until a later date. He informed the Council of the intention to continue a like construction already abutting this area, and that the zoning would conform with the area. No one else appeared for or against this zone change, and the Chair called the Public Hearing closed. 1979 Aspahltic Concrete Overlay Program: Wisconsin St/ �aaupun Rd. Mr. Lawrence Kuenzl, 2519 Oregon St., referred to the petition/ letter distributed to the Council prior to this meeting and referred to in the City Clerk's Report. This petition informed the Council of a number of property owners on Oregon St. whose property would be assessed for a street to which they have no access and actually no connection to nor service from. He stated it would be an unfair assessment to these properties and req_uested deletion of this charges. Mrs. Cecelia Pitz� 4244 Shady Lane, co-owner of 424 and 432 Wis- consin St., said this street had been designated as a state truck route, and she had been informed at that time she should not worry about this road as it was a state route. She also has been told this would be widened in the future and if this is true she did not feel it feasible to asphalt overlay it now. She also referred to the cost of underground re-piping and the like at this time which may have to be redone later and at additional expense, She does not feel this is the proper time for this project. Mr, Jack Schneider, Pirector of Public Works stated it may be some time before the state wi11 re- construct the street, and now, with the bridge closed to the public, would be a good time to overlay the street. She was also informed the construction and assessment cost now would be pro-rated on the future improvement. No one else appeared £or or against this program, and the Chair called the Public Hearing closed, 1979 Asphaltic Concrete Paving: Micolet, Ceape, Waugoo, A1go�a, and Elmwood. Mr. Bill Gregory, 802 Ceape Ave., lives on the northeast corner of Bowen and Ceape, When the city reconstructed Bowen Street an apron of cement was laid as an approach in front of his property fronting Ceape Ave. This extends into Ceape Ave, about 26 feet and was told this would not be recovered. He was not the owner of the property at that time, but has bought the property recently; and the former owner is deceased. The property was clear when he purchased same, and he does not feel he should pay for improvement done years ago, nor at this time for an overlay that will not be put done over the concrete, It was noted by the administration that no ch arge was made at the ti�e of Bowen Sti�eet construction for this particular apron fronting this addr�ss, - 1 - . Public Hearings June 6 1979 - 2 - Mr. Starr Clark, i6o8 Algoma Blvd, owns property at 632 Elmwood Ave. and asked if this would be the same type of work put in during the 1973 program and at a mere difference of three cents. He guestioned if this program would give the same results. D4r. Jack Schneider, Di- reco'rd of Public Works stated there are various variables between the two programs, such as a narrower street, and the current overlay projects involve three different policies and rates. The 19�3 project (Algoma Blv was also a State project. Mr. Starr questioned if the overlay would be heavy enough because of truck traffic, and t4r, Schneider informed him the overlay depth would vary through the street area, but to his knowledge this would be a satisfactory project. Mr. Dave Lippert, 1135 Elmwood Ave., also asked if the heavy traf- fic has been taken into consideration; and how work on Elmwood Ave. fits into the future pictur o£ the University £uture plans. He was swered that the program was designed to carry the moderate heavy truck traffic; and the University has gone on record that Algoma Blvd, and Elmwood Ave. will remain the streets they are and that no closing o£ tra£fic routing changes. He was also told the curbs and gutters will be repaired or replaced, R�o one else appeared for or against this program, and the Chair called the Public Hearing closed. 4) 1979 Concrete Paving Program: W. 6th Ave., Jackson.St., and Grand St. Mrs. Donna Koelbl, 512 E. Parkway A ve.� owns property at 508 Grand St., 418 Merritt Ave., 512>51k Grand St., and 526 Pleasant St. She fails to see why this should be a concrete and curbed area. The side- walks on the east side would have to be torn up to make way for a con- crete street. She was told this came about by a petition request, but she said she owns several pieces of property here and did not sign this petition. She admitted the street does need some.kind of new surfacing such as an asphalt overlay; and stated the street is not that heavily used.
