PUBLIC HEARINGS
The Chair ordered the following Public Hearings be heYd:
1) Zone Change for property located on the West Side of Josslyn Street,
approximately 205 ft. south of intersection with Rush Ave, from R-1B
to R-5
Rev. Gerald Nerenhauser, the petitioner, stated he would apprec-
iate a vote on this issue this meeting as the construction would be
held up considerably if this be held until a later date. He inPormed
the Council of the intention to continue a like construction already
abutting tnis area, an3 that the zoniag would conform with the area,
No one else appeared for or against this zone change, and the Chair
called the Public Hearing closed.
2) 1979 Aspahltic Concrete Overlay Program: Wisconsin St/ Waupun Rd.

Mr. Lawrence Kuenzl, 2519 Oregon St., referred to the petition/
letter distributed to the Council pxior to this meeting and referred
to in the City Clerk's Report. This petition informed the Council oi
a number of property owners on Oregon St, whose property woul.d be
assessed for a street to which they have no access and actually no
connection to nor service from. He stated it would be an unfair
assessment to these properties and requested deletion of this charges.
Mrs. Cecelia Pitz, 4244 Shady Lane, co-owner of 42�+ and 432 Wis-
consin St., said this street had been designated as a state truck
route, and she had been inforn�.ecl at that time she should not worry
about this road as it was a st�te route. She also has been told this
would be widened in the futurc and if this is true she did not feel
it feasible to asphalt overlay it now, She also referred to the cost
of underground re-piping and the like at this time which may have to
be redone later and at additional expense, She does not feel this is
the proper time for this project, Mr. Jack Schneider, Director of
Public Works stated it may be some tine before the state will re-
construct the street, and now, with the bridge closed to the public,
would be a nood time to overlay the street. She was also informed
the eonstruction and assessment cost now would be pro-rated on the
future improvement.
No one else appeared for or against this program, and the Chair
called the Dublic Hearing closed,
1979 Asphal+ic Concrete Paving: Micolet, Ceape� Waugoo, Algoma,
and Elmwood.
Mr. Bil1 Gregory, 802 Ceape Ave., lives on the northeast corner
of Bowen and Ceape. When the city reconstructed Bowen Street an apron
of ceffient was laid as an approach in front of his property fronting
Ceape Ave. This extends into Ceape Ave. about 26 feet and was told
this would not be recovered. He was not the owner of the property at
that time, but has bought the property recently; and the former owner
is deceased. The property was clear wnen he purchased same, and he
does not feel he should pav for icaprovement done years ago, nor at
this time for an overlay that will not be put done over the concrete,
It was note3 by the aclministration that no charge was made at the
tine of Botaen Street construction for this particular apron fronting
this address.

P•1r. Starr Clark, 1608 Algoma Blvd. owns property at 632 Elmwood
Ave, and asked if this would be �he same type of work put in during
the 1973 pro�ram and at a mere di*_'ference oP three cents. He Questioned
if this program would give the sa�e results. P+Ir. Jack Schneider, Di-
reccrd of Public Works stated there are various variables between the
two programs, such as a narroti�er street, and the current overlay projects
involve three different policies an3 rates. The 1973 project (Algoma Blvc
was also a State project. Mr. Starr questioned if the overlay would
be heavy enou�h because of truck traffic, and P�r. Schneider informed
him the overlay depth would vary through the street area, but to his
knowledge this would be a satisfzctory project.
Mr. Dave Lippert, 1135 Elmwood Ave., also asked if the heavy traf-
fic has been taken into consideration; and how work on Elmwood Ave.
fits into the future pictur of the University future plans. He was
swered that the program was desigaed to carry the moderate heavy truck
traffic; and the University has gone on record that Algoma Slvd.
and Elmwood Ave. will remain the strzets they are and that no closing
of traffic routing changes. He was also told the curbs and gutters
wi11 be repaired or replaced.
No one else appeared for or against this progran, and the Chair called
the Public Hearing closed.
4) i979 Concrete Paving Program: W. 6th Ave., Jackson.St., and Grand St.
Mrs. Donna Koelbl, 512 E. Parkway Ave „ owns property at 508 Grand
St., 418 Merritt Ave., 512,51�+ Grand St., and 526 Pleasant St. She
fails to see Fhy this should be � concrete and curbed area. The side-
walks on the east side would have to be torn up to make way for a con-
crete street. She was told this came about by a petition request, but
she said she owns sever�l pieces of property here and did not sign this
petition. She admitted the stree� does need some kind of new surfacing
such as an a�phalt overlay; and s�.:ated the street is not that heavily
used.
No one else 2.ppeared for or against this program, and the Chair called
the Public Hearing closed, and thz regular order of business be resumed.
