City staff from the Finance Department and Community Development Departmentworked to create the attached report. The report covers both the financial status of the districts, as well as the business and employment results of the districts. The attachments include: • Map of all past and current district boundaries. • Summary of TID project plans. • A Financial Spreadsheet including business and employment estimates. The Finance Department updated the district revenues, expenses, and debt obligations for May 31, 2015. Over the summer, the Community Development Department conducted a census of businesses located in the TIDs, and used secondary sources to estimate the employment in each of the districts. The general results of the report are: • TIDs that have completed public improvements are projected to meet their debt payment requirements, with the help of a donor TID in some cases. • TIDs with projects currently underway include: 1. TIDs 15 & 17 - 4lmprinUCity Center — long-term parking solution. 2. TID 18 — Southwest Industrial Park — railroad spur/transload site. 3. TID 20 — Southshore redevelopment — riverwalk construction and blight elimination. 4. TID 21 — Marion Road redevelopment — environmental remediation and riverwalk construction. 5. TID 23 — Southwest Industrial Park Phase 4— construction of infrastructure 6. TID 26 — Aviation Business Park — construction of infrastructure. 7. TID 27 — North Main Industrial Park - stormwater management. • Total tax base in the districts exceeds $300,000,000. • Total employment in the districts is estimated to be over 10,000 jobs. The most recent TIDs approved for Oshkosh Corporation, the City Center Hotel, and the North Main Street Industrial Park include Pay-go TID provisions, so the risk is minimized for the City's future obligations. Funds were used to acquire adjacent property, remove blighted structure, and to develop a new off-street parking lot to serve the district. Tax increment collected from the district is used to support debt service cost of the City's Parking Utility that constructed the lot. The property owner has been required to maintain a specified level of property value ($250,000) or make a differential payment to the City to make up the difference in property value. TIF has been used to reimburse the developer from improvements at the site and in turn the developer has agreed to cooperate with the City to allow for installation of the river walk along the property.
