ii 22 RESOLUTION
PURPOSE: CREATION OF TAX INCRII�fENTAL FINANCE DISTRICT
INITIATED BY: DEPARTMENT OF COMMIJNITY DEVELOPMENT
WHEREAS, the Planning Commission has held a public hearing on the creation
of a Tax Incremental District and the proposed boundaries thereof; and
WHEREAS, the Chief Euecutive Officers of the Oshkosh Area School District,
Winnebago County Board, and other entities having power to levy taxes on property
located within,the proposed TID have been notified, including the School Board
of any school district which includes property within the proposed district
pursuant to 66.46 (a) Wisconsin Statutes,
NOW, TFIEREFORE, BE IT RESOLVED,by the Co�non Council of the City of
Oshkosh hereby creates Tax Incremental Financing District No. 2, City of Oshkosh,
described as follows:
TID ii2 - North Industrial Park
That part of Section One (1) and part of Lothe Acres Plat, T 18 N, R 16 E,
15th Ward, City of Oshkosh, described as:
Co�encing at the Northwest (NW) corner of Section 1, thence East along the
North line of said Section 1 to the Westerly right-of-way line at North
Main Street extended that being the point of beginning. Thence East along
the North line to a point 940.5 feet West of the East line of the NFi� of
the NW'-y, thence South parallel to said East line 932.25 feet, thence East
parallel to the North section line 940.5 feet to the East line of the NW'-y,
thence North along the East line of the NWZ 932.2 feet to the North line of
Section 1, thence East along the North line of Section 1 429.4 feet, thence
South parallel to the East line of the NWZ 225 feet, thence East parallel
to the North line of Section 1 to the West line of the Soo Line Railroad
right-of-way, thence southerly along the West line of the Railroad right-
of-way to the South line of the NWti of the NE�, thence West on said South
line 732.73 feet to the center line of Section 1, thence South on the
center line to a point 1106.46 feet North of the South line of Section l,
thence West parallel to the South line of Section 1 to the West line of
North Main Street, thence North on the West line of North Main Street and
extended West line of North Main Street to the center line of Fernau Avenue,
thence West along the center line of Fernau Avenue 625.17 feet, thence
North parallel to the West line of North Main Street 330 feet, thence West
at a right angle to the West line of North Main Street 360 feet, thence
North parallel to North Main Street 165.27 feet, thence North 89°-26'-31"
West to a point 212.28 feet East of the West line of Sec[ion 1, thence
North 00°-04'-03" East 190 feet, thence South 89°-26'-31" West to the West
line of Section 1, thence North on said West line to a point 165.34 feet
South of the NW corner of the NWZ of the SW'4, thence North 89°-25'-36" East

1283.12 feet to the West line of North Main Street, thence North on the
West line of North Main Street to a point on the West line of North Main
Street 653.48 feet South of the North line of the SWti of the NWZ, thence
South 89°-23'-57" West 561 feet, thence North parallel to North Main Street
293.5 feet, thence West to the West line of Section 1, thence North along
the West line of Section 1 360 feet to the NW corner of the SWti of the NWti,
thence Fast along the North line of the SWZ of the NW� to a point 970 feet
West of the NE corner of the SWti of the NW'Z, thence North parallel to the
West line of the NWIti of the NWZ 516.43 feet, thence East at a right angle
to said West line to the Westerly right-of-way line at North Main Street
thence North along the West right-of-way line of North Main Street to the
point of beginning.
BE IT FURTHER RESOLVED that the improvements contemplated in TIF No. 2,
City of Oshkosh, will significantly enhance the value of substantially all real
property in TIF District No. 2.
BE IT FURTHER RESOLVED that the value of equalized, taxable property in TIF
District No. 2, City of Oshkosh, together with all other established Tax Incremental
Finance District�, is .59% of the total value of equalized taxable property within
the City of Oshkosh. �
