Said public improv�nent shall include the grading of the above named street to the grade hereafter established by special ordinance of the City of Oshkosh. 3. Before such i�rovesnents are made, the Board of Public Works is directed to cause water and sewer seivice pipes tp be laid in said streets from the mains to the cu�:b line of each lot fronting on the said streets and to keep an accurate account of the expense inciu red in front of each lot and report tl�e same to the Gomptroller who shall cause the �urount charged to each lot to be entered on the tax roll as a special tax against said road, provided, lwwever, that the Board of Public Works shall not cause such laterals to be so laid for any particular lot, or parcel where, in the opinion of the Board of Public Works, it would be i�ractical tr� do so. 4. •ine total anx�unt assesse�i against suen ciisttiet snai.i not exczeci �Yee total �st of the ;im-ovanents and the ar,eunt assessed against any parcel shall not be greater tlk-�n the benefits accrued thereto from said u�rov�its. 5. The assessments against any g�rcel may be paid according to the provisions of Section 25-83 tivZx 25-89 of the Oshkosh r�uu.cipal Cocle. 6. The Baard of Public Wbrks is direct�i to prepare a report oonsisting of: (a) Final plans and spe�ifications for said improvanents. (b) An esticmte of the entire cost of the improvenents and laterals. (c) An estimate as to each parcel of property within the assessnent district of: -19 A- (1) The asses�nent of benefits to be levied for each improvExnent. (2) The d�-unages to be awarded for property taken or damages by a3ch improvanent. (3) The net amount of benefits over damages or of ck�nages over beneEits for each i�rov�ent. Upon co�letion of such report, the Boa�� of Public Works is directed to file a copy thereof in the City C1erk's Office for public inspection. 7. Upon receiving the report of the Board of Public Works, the City Clerk is directecl to give notice of a public hearing on such reports as specified in Section 66.60 (7) of the Wisconsin Statutes. Zhe hearing shall be held by the Board of Public tiJorks at the Council Chambers in the City Hall at a time set by the Clerk in accordanr_e with Section 66.60 (7) of the Wisconsin Statutes. 8. The Board of Public Works and fihe proper city officials shall do all things necessary so as to cor�lete the installation of storni sewers in said street prior to the improvenents Yhereof, if necessary. 10.
