Gentlemen: Thank you for contacting us regardino the above referenced project. 41e were pleased to attend the 5eptember 21st meeting. This proposa1 outlines our proposed scope of services and estimated costs. The proposed 9as study will be performed near the existing City of �shE:osh police firin9 range in the Osfikosh Industrial Park. Four pre-er,isting garbage cells were abandoned by the City of Qshf:osh aporoximately 7 years ago. The purpose of the study is to evaluate an,y existinq or future environmental problems related to the four t�raste cells. The preliminary exploratian vias compieted on Au9usi 31, 1979 ti�hen the location and approximate depth of the cells aias determined. This study is an extension of the preliminar,y �vork in that the location and depths of tfie cells will be refined and the presence of gas and leachate �•riil be evaluated. If potential problems are detecte�, this study may be expanded to include design recorrn�erdations for ventinn ga, and controllin� leachate minration. At the minimum, we feel it is prudent to utilize proposed utility trenches also as gas venting trenches. To evaluate the presence of leachate and more specifically, combustible 9ases, we propose to install 16 monitoring a�ells (4 �•rells in each cell). Initially leachate and gas samples Vrill be taken from these t•�ells at regular intervals. It is important that qas samples be collected durin� periods of falling barometric pressure �ihen gases are typically expelled fron landfills. 4!e reserve the opportunity to do the initial samplin� at the site, ho�•rever, long term monitoring may be performed by the City of Oshkosh. t!e plan to analyze each of the leachate samples for pH and specific conductance and submit the worst sample for a complete analysis. The laboratory analysts ��iill be performed out of house by any laboratory you recommend. !•le may arran�e for the testing work, if you desire. Our field work will also include acci�rate locations for the cell corners so that the approxiinate limits of the landfill are known. Qased on the preliminary and lonq term monitoring, it may he necessary to install additional ti•iells for monitorin� purpases. We propose to do the above outlined work on a cost reimhursible basis. A fee schedule appropriate for billinn on this pro.iect is attached. !•le anticipate that the follot,ring services and related costs a�ill be requir?d to completP the preliminary phase of the field r�orF and prenare a short report presentin� our findings and conclusions.
