Attached you will find a bid tabulation of the chemicals
for the Water Treatment and Wastewater plants for 1980.
Al1 low bid items are acceptable except the activated
carbon.
Upon completing a two week dual test run at the Water
Plant on both the low bid and next lowest bid it was
deter�ined that: �
"Water Carb" (low bid) "Aqua Pak" (next lowest)

If the above figures were extended over a one year period, by
accepting the low bid, the City would have to purchase more
additional carbon ( approx. '15 tons-more) than if we accept
the next low bid. •

Ot'rier considerations are: 1) cost of freight, the low bidder
will pass on any freight increases at time of ordering, where
as the next low bidder had no freight escalator clause in
their bid. 2) by accepting the second lowest bid, we would
be using granulated and powdered carbon from the same vendor,
which would make for a consistent treat�ent program.
Therefore, based on the compiled figures and plant test runs,
the bid from Westvaco o£ 407.40 per ton should be given con-
sideration.
