The agreement shall be appl.icable on a daily basis and shall pzovide that if an emergency services vehicle is c3ispatched in response to a request through the basic or sophisticated system established under this section, this vehicle shall render its services to the persons needing the services regardless of whether the vehicle is operat- 3ng outside the vehicle's norr.ial jurisdictional boundaries. TIiE22EFORE, zn consideration o£ the mutual promises, agreements, and conditions contained herein, it is hereby jointly agreed be- tween Sdznr_ebago'County and the City of Oshkosh hereina£ter referred to as "locnl municipality", as £ollows: 1_ That effective June 16, 1980, the anticipated beginning date of tYce 911 System in 6ainnebago County, this agreement shall thereaft2r be applicable on a daily basi.s from said date through June l6, Z981. 2. That this agreement shall. automatically be renewed for evezy subsequent 12 month period unless mutually agreed upon by P7innebago County and the above referred ].ocaZ municipality. 3. That ii an emergency services vehicle operated by the local municipality or by the County, or operated by an ayency with which the local municipality or County contracts for that particular emergency serv.zce, is dispatched in response to a request through, the Winnebago County 9I1 system, such vehicle (whether owned and operated by the 1oca1 municipzlity, or the County, or by the a.gency} shall render its services to 2. ��i`4�`\' � � .��r� the persons needing the services, regardless of whether the emergency service agent is operating outside the normal juris- dictional (or as defined by contract) boundaries of the aaency. 4. That any costs for such service extended beyond an agency's normal jurisdictional boundaries may be billed to the municipality in orhich the services are rendered on a reasonable, preestablished race which is filed wiLh the County by June 16 of each year. 5. That a common operator/dispatch center (PSAP) sha11 be established at the County/City Safety Building at Oshkosti: a. Said PSAP shall have responsibility for handling 911 accessed ca11s and all radio dispatching related to the calls as well as being responsible for all other radio com�-�unications/dispatching necessary for the daily operations of the following public safety agencies: 1. City of Oshkosh Police Department 2. City of Oshkoah Fire Department 3. County of Winnebago Sheriff`s Department Additionally, the P5A� shall provide relay service as required for all rural fire departments and that ambulance service(s) designated by the County as the official ambulance agency for a specified jurisdiction in the County as established in the annual Eb1S Committee budget. b. Furthermore, the PSAP shall operate: 1. According to uniform county-Fride 911 call handling procedures as established by the County EMS Committee. 2. According to daily procedures mutually agreed upon by the affected public safety agencies. 3. [4ith staf£ under the jurisdiction of the Public Sa£ety Building Board_ c. Finally, all costs of staff, capital ecfuipment, service maintenance agreements, training, and the like necessary for the operation of the above described PSAP configuration shall be 100 percent reimbursed by the County to the Publi_c Safety Buildina Board. The reimbursement shall be based upon minimum standards of operation and performance annually established through the budget of the Et4S Committee. v � 13 . 1� �:� �4 � . ��� � 6.� That a copy of this agreement shall be filed with the State Department of Justice and the State Department of Administration, as required by Sec." 146.70(9)(C), L4is. Stats. 7. This agzeement is not intended as dispatch policy or to repeal, interfere �aith, abrogate, or annul any existing agree- ments or subsequent dispatch policy such as might be established under Paragraph 5 or any subsequent amendment to this agreement.
