HomeMy WebLinkAbout30633 / 80-15j March 20, 1980 1115 RESOLUTION PURPOSE: ASPHALTIC RESURFACIb'6 AND APPURTENANT WORK INITIATED BY: DEPARTMENT OF PUBLIC WORKS BE IT RESOLVED by the Common Couacil of the City of Oshkosh as follows: 1. The Common Council hereby declares its intention to exercise its powet under Section 66.60 of the Wlsconsin Statutes to levy special assessments upon property within the following described areas for benefits conferred upon such property by i.mproving the following named streets, said publ.ic improvement tu includv the fciicwi.^.e: G7 f3 ASPHALTIC CONCRETE PAVZNG WITH NEW CURll AND GUTTER AND AYPURTENANT ZMPROVEMENTS 1. WEST 17TH AVENUE - from Ohio Street to Oregon Street 2. Said public improvement shall consist of asphaltic resurfacing, as descrihed above and appurtenant work with concrete curb and gutter where required, and at a grade heretofore established by special ordinance of the City of Oshkosh. 3. Before such improvements are made, the Board oi Public Works is directed to cause water and sewer seroice pi2es to be laid in said strPe*_� from the mains to the curb line of each lot fronting on the said streets and to keep an accurate account of the expense incurred in front of each lot and report the same to the Conptroller who shall cause the amount charged to each lot to be entered on the tax ro21 as a specia2 tax a�ainst said road, provided, however, that the Board of Riblic Works shall not cause such latezals to be so laid for any particular lot, or parce2 where, in the opi.nion of the Board of Public Works, it would be impractical to do so. 4. The total co�t of not be greater total amount assessed against such district shall not exceed the the improvements and the amount assessed against any parcel shall than the benefits accrued thereto from said improvements. 5. The assessr�ents against any parcel may be paid according to the provisions of Section 25-83 thru 25-89 of ihe Oshkosh Municipal Code. - 15A - Y of: 6. ASPHALTIC RESURFACZNG � APPURTENANT WORK Cont'd. The Board of Puhlic Wozks is directed to prepare a report consisting (a) Final plans and specifications for said improvements. (b) An estimate of the entire cost of the improvements and laterals. (e) An estimate as to each parcel of preperty within the assessment district of: (1) The assessment of benefits {2) The damages to be awarded improvement. (3) The net amount af benefits for each improvement. to be levied for each improvement. for property taken or damages by each over damages or of damages over benzfits Upon completion of such report� the Board of Public Works is directed Lo file a copy thereof in the City Clerk's Office for public inspection. 7. Upon receiving the report of the Board of Public Works, the City Clerk is directed to give notice o£ a public hearing on such reports as specified ia Section 66.60 (7) of the Wisconsin Statutes. The hearing shall be held by the Board of Pu61ic Works at the Council Chambers in the City Hall at a time set by the Clerk in accordance with Section 66.60 (7) of the Wisconsin Statutes. 8. The Idisconsin Public Service Corporation of Oshkosh, Wisconsin, is hereby required to install gas mains in said street and service laterals at such intervals as the Board of Public Works shall direct, said crork to be completed prior to the improvement of the said street, the City Clezk shall forward a certif3ed copy of this resolution to said corporation forthwith. 9. The Board of Public Works and the proper city officials shall do all things necessary so as to complete the installation of storm sewers iu said sLreet pti.or to the improvements thereof, if necessary. 10.
