SUPPLEMENTAL TASK ORDER NO
to the
Agreement Dated 6/20/79 Between
the City of Oshkosh
in the State of Wisconsin
and
Howard Needles Tammen & Bergendoff
for
Consultant Services in Connection With
Improvements to the Sewerage System
PURPOSE
The purpose of this supplemental task order is to establish
scope, schedule and payment previsions for the develepment
of a Municipal Pretreatment Program as more specifically
described herein.
SCOPE
3-2.1 The scope of the work to be performed under this supple-
mental task order sha11 be in accordance with the general
provisions described in the Agreement between the City
of Oshkosh and Howard Needles Tammen & Bergendoff, dated
June 20, 1979, Article 2.2.12.

Establish an engineering team to deveiop the municipai
pretreatment program. Meet at periodic intervals with
City officials to discuss problems and progress. Furnish
written monthly progress reports.
02 Identification and Survey of Industrial Users
Inventory existing information and identify industrial
users with the potential for discharge of substances which
might be subject to regulation under the pretreatment
program. Acquire additional industrial user information
by questionnaire, physical survey and interviews. For
purposes of defining the scope of the agreement the phy-
sical surveys and interviews shall be limited to not more
than 60 industries unless agreed to otherwise.

Those Industrial Users suspected of having problem dis-
charges and those which fail to provide sufficient or
reliable information in response to the survey, wi11 have
sampling performed on their effluents to gain the needed
information.
Submit completed questionnaires to the Wisconsin Department
of Natural Resources (DNR).
Review of Lega1 Authority
Provide the City with technical assistance in the review
of the 1ega1 authority of the City to apply and enforce
the pretreatment requirements.
Provide technical assistance with the deveiopment and
selection of appropriate control mechanisms.
Technical Information to Support Pretreatment Standards
Evaluate technical information contained in Section .02
and identify industries which may need to provide pre-
treatment to meet the Federal Categorical Pretreatment
Standards and/or the prohibited discharge standards. Com-
pile an inventory of toxic pollutants from 40 CFR Part
403 Appendix B that could be discharged from each industry.
Evaluate the City's wastewater treatment facilities toler-
ance to problem pollutants and recommend specific Limits
for prohibited and "significant" pollutants.
Estimate the hazardous and/or toxic residuals from industry
that would remain due to their compliance with the pre-
treatment standards. Develop a plan for controlling the
disposal of these residuaLs.
Prepare for submittal to the DNR a summary of the technical
information evaluated and developed in .04.
05 Monitoring Program
Define a monitoring program requiring self-monitoring
by Industrial Users and providing inspection, surveillance,
and monitoring capabilities and procedures by the City
for the purpose of determining compliance or non-compliance
with Pretreatment Standards.
Evaluate the City's existing laboratory capability and
determine what sampling and analytical equipment must
be obtained and what facilities must be constructed or
expanded to implement a monitoring program. Provide a
cost estimate for equipment and construction.

Prepare for submittal to the DNR of a report describing
the monitoring program and listing the needed equipment
and facilities.
06 Revenue Source Evaluation
Develop and recommend a financial program to provide reve-
nues for the operation of the pretreatment program.
Prepare for submittal to the DNR a report describing the
financial program.
07 Sewer Use Ordinance
Assist the City with preparir.g and submitting to the DNR
an acceptable sewer use ordinance or other industrial
user control mechanism.
08 Public Participation
Prepare copies of the pretreatment program draft and fact
sheet for public review.
Assist the City in conducting a public hearing on the pre-
treatment program.
Review public comments.
09 Program Approval
Finalize the pretreatment program with the City and submit
the program to the DNR for approval.
3-3.0 PAYMENT
3-3.1 Payment for the work defined under this Supplemental Task
Orde: shall be on the basis of a cost plus fixed fee for
Step 1 work as defined by EPA and in accordance with the
general provisions described in Article 8.1.1.
3-3.2 The estimated direct labor costs, indirect costs, other
direct costs, and profit (computed at 15 percent of the
total cost) are itemized in the attached EPA Form 5700-41
(2-76). Total charges for this Supplemental Task order
wi11 not exceed $57,600 unless agreed to in writing.
