The City of Oshkosh has problems during the St. Patrick's Day
celebrations. I am sure that you have read news media accounts
of these pmblems.
This psst St. Patrick's Day celebration was particularly expen-
sive £or local law e.�vorce�rent ag��cies to contrcl the crowds
and protect private and public property.
On Saturday night, Maxch 16, 1980, a riotous disturbance was oc-
curing on the University of Wisconsin-Oshkosh camp�tis. To contxnl
the situation, our local law enforcement agenc;ies on t�e scene
made the decision to call in tactical un.its from surrounding
cities and cotmties, The tactical units arriced i�iately and
stayed in our city for one day. We felt we had the situation
under control Sunday ev�ning and they wase relievecl to go back
to their Y�ne city or county.
To substantiate the nec2ssity to call in outside assistance, I'm
enclosinq a corry of a letter frc;n the Chie£ of Police, at the
University of 6Visconsin-0shkosh, dated April 17, 198Q, which
notes the condi.tions under which the outside tactical units w2se
called in. '
I am als.� enclosing a�py of a re�rt, prepared hy Assistant
Chancellor Edwin B. S�nith, which �xialyzes the arrests that were
made during the mtire St. Patsick`s Day weekend. As you will
note, most of the arrests were in the periocl oE the use of the
tactical forc�.
The cost for law enforcement during this �.,�ekend can be broken
darm as follows:
1. Cost of outside tactical forces
2. Cost to the City of Oshkosh
3. Cost to the Winnebago County Sheriff's
Depart�ent

the outside tactical unit costs and mpies of those outside tactical unit bills.
I am also enclosing a copy of a mem from Captain Bloechl, of the Oshkosh Police De-
partrnent, to Chief Gonyo, sunmarizing the costs to the city. It should be noted
that Osh}:osh Police Officers have the optian to take com�ensatory time off, instead
of beir.g directly paid for their overti.me, and we estim�te that probably one-half of
the overti.*re ces;s will }�e utilized in that m-�nner. Therefore, the dixect cash out-
lay for the ove�-+�, by t1�e city, will probably be in the magnitude of $18,000.
336 0£ tlie 398 arrestg that were made during the weeker3 have been processed through
the rourts and the city has recovered fines and crosts totaling $13,673. 62 casPs
are still pendi.nc and it would probably be reasonable to expect that we will recover
approximately $2,000, eventuatly, irom these renaining cases.
As an asi3e, the`e were also sarz miscellaneous a�sts in housing and fe�ling the out-
side tactical uni s while they were in the City o£ Oshkash, but these costs are
rather mi.nunal ar.c.-' we have decided to absorb these costs in the regular Police budget.
Law enforc�nt durir!g the St. Patsick's Day celebraticn in Oshkosh has historically
been an e;itranely costly proposition tn the taat-�yex-s of Ostuosh anci Winn�ago County.
�tn goves�rental 2ntities had r�re overtirae than nor.nal in 1980 but this could be
attri.butable to tl:e fois day ce,lebration. It is the cotmty and city's position that
we s:�ould not be ex`ua�zgant in o-�r request for reii�ursenent for the response to t'ie
request for outside assis�nce at the University on Saturday night. In Oslilcosh, we
are rei�-nbursa3 }r� th� state for services to state property and this Fast year, thi,s
aimunted to $427,465. Therefore, the City of Oshlwsh and Winnebaqc County are wil.-
ling ;o pay the c�sts for our local law enforcerent agencies an3 the miscellaneous
costs in housing and f�ing the outside tactical units.
We do, ho�oever, feel that it is only fair and e�zitabla t1�at we ask the State of
*r7isronsin tc pay the $40,2i2.13 for the sever, ousi3e law enforc�nent agencies who
were called in s�ecifically at the rzquest of the University to protect state pro-
pertp. Thereiore, c�u13 you please �;vsider tiv.s letter a formsl r2quest for a
clai�-n against the Stat2 of wi.sconsin for $40,242e13, to pay the cost of the outside
tactical units, which is being p�id by the City of Oshkosh.
