BE IT RESOL4�D by the Conmon Colmcil o:E the City of Oshkosh that the
staff of the Early and Periodic Screening, Diagnosis and Treat�rent (EPSIn) Program
be increased by ;he addition of one Outreach Worker and a part=�ime Screening
Nurse. Money for this puroose is hereby appropriated £rom Account No. 318-999,
�SLYP Accowit.
BE IT FURTHER RESOLVED that the position be in effect only
while funding is available in the Program.

Early and Periodic Screening, Diagnosis and Treatment (EPSDT) is a program of
canprehensive health care intended �or needy children who are eligible for
medical assistance under medicaid. Its goal is to provide health care to low-
incane children with severe unmet healCh needs.
Our program has been very successful and has now outgrown its staff. We are
in imnediate need of an additional full-time Outreach Worker and a part-time
Screening Nurse.
We have repaid the city all of the $6379 for our start-up costs of last year
and, iaith the new re-imbursement formula we will be assured of continued
financial gain for boCh the outreach and screening portions of the program.
We are paid approximately $47.— for each client tha� is successfully outreached
and screened. Our costs are $35.60 to $45.00. But it is essentiai that we
operate efficiently and with adequate staff.
In a recent letter fran our state coordinator of the EPSDT program, Mr. Lee Reed,
he stated: "On the matter of staffing I have grave concerns." "According to
our foZmula, developed through extensive calculation in the central office, a
ratio of one full-time equivalent outreach worker is needed to properly serve
1200 EPSDT eligible clients in an urban area such as Oshkosh. There are about
2000 EPSDT eligible clients in Oshkosh City. Therefore, 1.75 fu11-time equivalent
outreach workers are needed in Oshkosh. To the best of my ability to see it, you
have about one half full-time equivalent outreach worker. Pat Schneider is a full-
time employee, but she also works in the clinic, transports clients, and sanetunes
has to do bookwork. EPSDT dutreach caork is a difficult, canplex, Erustrating
occupation which takes more time to do than anyone not familiar with it realizes.
There is no way Pat can manage the job, much less on � part-time basis. I observe
that there is Outreach caork left over fran January. Please employ the appropriate
Outreach staff as soon as possible. Wtiile cve discussed how to set priorities in
doing EPSDT outreach, setting priorities will not- alone accamplish the ;ob. There
has to be adequate staff."
We are also in need of a part-time Screening Nurse to do the additional screening
and to serve as a substitute in the absence of our present nurse. These hourly-paid
nurses are speciall y trained for this pr.ogram and this job cannat �e done by staff
nurses. They work, of course, only for EPSDT and are paid only fran EPSDT reimburse-
