The Common Council hereby declares its intention to exercise its power under Section 66.60 of the idisconsin Statutes to levy special assessments upon property within the following described areas for 6enefits confetred upon such �-ropertq b7 im�Ycvicg tha follaw�ng nacued streeis, said public improvements to include the following: SANITARY SEWER SOUTH WASHBURN STREET - from West 20th Avenue south appzoximately 1600 feet to unnamed east-west street. UD3NAMED EAST-WEST STREET - located approximately 1600 feet south of West 20th Avenue, ftom South Washburn Street west 2130 feet. WATER MAIN SOUTH W4StLBURN STREET - from West 20th Avenue south approximately 1600 feet to unnamed east-west street. UNNANIED EAST-WEST STREET - located approximately 1600 feet south of West 20th Avenue, from South Washburn StreeC west 2130 feet. EASENIENT located appeoximately 180 feet west of Y.he N-S 1/4 line of Section �3 T18�I, R16E, from West ZOth Avenue south approximatel.y 1600 feet to south unnamed street. 2, Said gublic improvement shall include the gxading of Yhe above named streets to the grade he�ca£Yer established by special ordinance of the City of Oshkosh. 3. Before such improvements are made, the Board of Public Works is directed to cause water and sewer service pipes to be laid in said stteets ftom the mains to the curb line of each lot fro¢ting on the said streets and to keep an accurate account of the expense incurred in front of each lot and report the same to the Comptroller who shall cause the amount charged to each lot to be entered on the tax ro11 as a special tax against said road, provided, however, that the Board of Public Works shall not cause such laterals to be so lai.d for any particular lot, or garcel whete, in the opinion of the Board of Public Works, it would be impractical to do so. - 18 - - 18A - 4. The total amount assessed against such district sha11 not exceed the total cost of the improvements and the amount assessed against any parcel shall not be greater than the benefits accrued thereto fxom said i.mprovements. 5. The assessments against any parcel may be paid according to the provisions of Section 25-83 thru 25-89 of the Oshkosh Municipal Code. 6. The Board oE Public Works is directed to prepare a report consisting of : (a) Fina1 plans and specifications for said improvements, (b) An estimate of the entire cost of the improvements and laterals. (cj An estimate as to each parcel of property within the assessment district of: (1) The assessment of benefits to be levied for each i.mprovement, (2) The da_�1gas Le b� swarded Lor property taken or damages by each improvement. (3) The net amount of benefits over damages or of damages ovc;r benefits for each improvement. Upon completion of such report, the Boatd of Public Works is directed to file a copy thereof in the City Clerk's Office for public inspection. 7. Upon receiving the report of the Board of Pu61ic Woxks, the City Clerk is directed to give notice of a public hearing on such xeports as specified in Section 66.60 (7) of t:he Fdisconsin Statutes. The hearing shall be held by the Board of Public Works at the Council Chambers in the City Hall a[ a time set hy Lhe Clerk in accordar.ce with SecYion 66.60 (7) of the Wisconsin Statutes. 8. The Wisconsin Public Service Corporatian of Oshkosh, Wisconsin, is hereby required to install gas :nains in said stteet and service laterals at such intervals as the Soard of Public t3orks shall direct, said work t.o be completed prior to the improvement of the said street, the C�.ty Clerk shall forward a certified copy of this resolution to said corporation forthwith. 9. The Board of Public Works and the praper city offi_cials shall do a11 thinds necessary so as to complete the installation of storm sewers in said street priot to the improvements thereof, if necessar,y. 10.
