Mr. Robert Klink was issued a license to operate a tavern at
601 East Parkway Avenue; said premises known as Dr. Bob's
for the period July 1, 1979 to June 30, 1980.
On July 24, 1979, a petition was filed with the City Clerk for
the revocation o£ the license at 601 E. Parkway Avenue, citing
general reasons for same.
On August 14, 1979, I met with Mr. Robert Klink in my office,
at which time we reviewed 11 complaints which were filed either
by Dr. Bob's or concerning Dr. Bob's, covering the period from
March 30, 1979 thru August 3, 1979. Mr. Klink was aware of
the problems the tavern is causing in the neighborhood and
was advised that a record would continue to be kept and that
he would more than likely have to answer to these before a
license would be granted for the new license year.
On August 17, 1979, I informed the City Manager by memo of my
contact with Mr. Klink on August 14th.
Since the license was granted by the Council to operate this
bar from July 1, 1979 thru June 30, 1980, the Police Department
has 12 complaints on file; 10 of these complaints originated
from the Police Department or by persons unidentified, two of the
comolaints were filed by Dr. Bob's. On one occasion it was
necessary to close the premises down £or the remainder of the
evening because it was out of control. Another complaint filed
by the Police Department resulted in Mr. Klink being charged
with Tavern Open After Hours, for which he was fined $50.00
and costs or 5 days.
Due to the fact that nothing has improved in the operation of
this establishment, I declined to place my signature on the
Inspection Report for renewal of the license for 1980-1981.

On July 24, 1979, a petition was filed with the City Clerk by persons living in
and around the area of Dr. Bob's tavern located at 601 E. Parkway Avenue com-
plaining about the disturbances, etc. in this area. An appointment was made on
the week of August 6th for Mr. Robert Klink, the license holder of Dr. Bob's, to
come to my office to discuss this petition.
On August 14, 1979, Mr. Klink came to my office at which time we reviewed 11
complaints that were fited either by Dr. Bob's or concerning Dr. Bob's from a
period covering March 30, 1979 thru August 3, 1979• On some of the instances
there was noise being emitted from the place of business, while on other occasions
when the officers arrived they found no disturbance. Mr. Klink previously
operated this same place of business under a different tavern name, that being
P.I. II and then took over early this year and changed the name to Dr. Bob's.
He is concerned about satisfying and keeping in good graces with the neighbors
and indicated he would do everything in his power to see that this is done. He
was told that a record would continue to be kept concerning officers contact and
complaints about the place of business and he would more than likely have to
answer to these when he made application for his license in the summer of 1980.

An unknown caller first reported a �umber of people outslde around DR.
BOB'S at 601 E. PARKW�Y. A second call was received that a flght was tn progress
a[ that locatlon. SQUADS 101, 102, G 104 wcrc dispatched to thls locatfon. Upon
aYflVal, Officcrs did find a lar9c number of people gathered around the establish-
me�t and in the vicinicy. It did, however, appear to be more of a trafffc problem
rathcr than n di�,rurh,�ncc and ffqht. Before leaving, Officers had everyone off
the strect, hid all thc mutorcycles removcd from the terraces and proparly parked,
and all vehicles parked in prohibited areas and other vtolations were removed and
properly parked. No one there stated there had been a fight or that they had been
Involved in a fi9ht. ,

hour corlier, wos Invulviny che ZoJiac Motorcycle Club. Officers arrlved and
found a large group of 6oth Zodiacs and Sundow�ers outside. 7here was no dis-
turbance oth�r th�in tha[ [he group was qui[c largc and due [o thc slze of the
9roup, conversation wis ol�;<� quite not(ceable, The Off(cer made con[act w(th
membcrs oi` boLh groups and informed them tha[ their bikes were parked in vio-
lation of the City Ordinances and that they would have to continue their con-
versations inside ifC�r pr�perly pnrking the bikes, Thc group instead elected

PIIRKWAY to �i re•����rl uf a fir�ht in progross In Uw street In front of tho tavern. Severnl
squads were dispa[cheJ and upon arrival diJ Indeed f(nd a group of fndiv(duals tn the
street, however thcre wos no fight in progress. The group was disbanded and the officers
laft the ar���i.
At approxlmately 2119 hrs., the office recelved three more calls from annonymous
complainants, all of them different parties, comptatnfng of loud and dlsorderly conduct
in and around thc tavern, drinking on the street, broken glass on the street and
I�divlduals urin�ting on thc sidcw.ilks and thc drivcw.iys. Offlccrs wcrc a9aln dl;pptched
to 601 E. PARKWAY and talked lo thc bar[endcr, who was Informed of the orlginal complaint.
Thfs har[ender was informed at this timc thot should there be any further problems a[
601 E. PARKWAY toni9ht, th;it thc tivern would be closed for tho evening. The bartenJer
statad hc would ,il�<•�n��t tn d�i 1�hn1 ho could and understood any (urther troubla would
result In thc Wvern's closin9. Of(iccrs then left the area.
At approximotely 2147 hrs., the office recefved a call from a DOUG KILLAM, 608
E. PARKWAY, 231-6842. 11��proxima[ely three minutes later, the offlce recelved a second
call from a JOSCPII A. KOLCK JR., G05 [. PARKWAY, 233-2035. At the same tlme, the
office received a third call from a diffcrent male caller, who dldn't Identlfy himself.
All of thesc individuols wcre aqain complainaint of the samc type of behavior and
octfvity which wa�> rc(orrcA to cirlicr in thc complalnt. OfFILERS WOERPEL, NEW�ERG,
KAKUSKE and CAPCN wcrc again scnt back to the tavern. At thfs tlme we entered the
tavern and informed the patrons and the bartender that the tavern would be closed for the
evening. The patrons oF thc W vern werc removed and at th(s time the tavern owner,
RODERT KLINK, wn�� in(��r�nc•d of thn nnture and numbar of the complaints. MR. KLINK had

City of Oshkosh has called for a Hearing to decide on your
application for a Combination Class "B" Fermented Ma1t
Beverage and Intoxicating Liquor License renewal for the
period beginning July 1, 1980; said Hearing to be held under
Section 176.05 0£ the Wisconsin Statutes. Said Hearing will
be held before the Common Council of the City of Oshkosh in
the Council Chambers of the Oshkosh City Hall, 215 Church Avenue,
Oshkosh, Wisconsin, on Thursday, July 24, 1980 at 7:00 P.M.
or as soon thereafter as the matter can be heard.
YOU ARE HEREWITH NOTIFIED that the reason for said
Hearing is that the Chief of Police of the City of Oshkosh,
William Gonyo, has refused to sign his approval for your
application for the renewal of said license.
YOU ARE FURTHER NOTIFIED that if you desire to have
witnesses subpoenaed in your behalf at said Hearing that
said subpoenas will be issued by the Mayor of the City of
Oshkosh and that evidence presented at said Aearing will be

o£ Dr. Bob's, was issued a summons by the Oshkosh Police Department
for operating a tavern after closing hours in violation of
the Oshkosh Municipal Code and on November 5, 1979, was fined
$50.00 and costs on that charge. (Complaint Number 94996)
6. That on April 30, 1980, a patron of the said Dr. Bob's
reported havinq his wallet stolen by other patrons while on the
premises of Dr. Bob's. (Complaint Number 113892)
