Copies should also be sent to the County Exec�tives a-id Cotmiy Roarc3 C]-:�� nren of �rown, Outagacm.e, Calw�t and Fond du Lac coLmties, arid tc tl:� F�x� �'z.].ley Water Quality Pl�n;,,q A��,, >liHMITT�D BY GP�P.^'�� �YI/_�_�1�4��t!(X.�G'—� _ 71 _ RESOLUTION OF INTENT TO FORM THE FOX RIVER BASIN AUTHORITY � a. i WHEREAS, the Counties of Brown, Calumet, Fond du Lac, Outagamie and Winnebago have a cortmon concern for the water resources of the Lake Winnebago Pool, Lower Fox River and Lower Green Bay; and WHEREAS, the federal and state government require that a management structure be developed to meet the water quality standards through point and non-point source water pollution control, pursuant to P.L. 92-500; and WHEREAS, the aforementioned counties wish to maintain a strong role in water resource management; and WHEREAS, a coordinated approach will be necessary to insure that the recommend- ed wasteload allocation plan for the Lower Fox River can be implemented; NOW, THEREFORE, COUNTY PURSUANT TO /1DOPTION OF THIS RESOLUTION BY ITS GOVERNIt�G BODY A6REES TO ENTER INTO AN AGREEMENT WITH , , , AND COUNTIES TO FORM THE FOX VALLEY BASIN AUTHORITY AS DESCRIBED BELOW: METHOD OF CREATION: -Intergovernmental Agreement (Section 66,30 Wis. Stats.), PURPOSE AND DUTIES: -Manage wasteload allocations for the Lower Fox River including the monitoring of flow and temperature, direction of flow re-regulation and instream aeration. (Estimated cost savings of $12-20 million/yeal^). -Continuing water quality management planning as required by Section 208 P.L. 92-500 (Clean Water Act). REPRESENTATION: -15 member board composed of the chief elected official of each county, 3 industrial point source dischargers, 2 municipal point source dischargers and 5 at-large members chosen from agriculture, recreation and conservation interests (one per county). GEOGRAPHIC AREA: -Portions of Brown, Calumet, Fond du Lac, Outagamie and Winnebago Counties that are within the Fox River watershed. METHOD OF FINANCING: -Wasteload allocation costs to be paid by the point source dischargers to the Lower fox River. -Planning costs to be paid by grants from Federal (USEPA) and State (DNR) and by counties on a proporrional basis by equalized assesed valuation and or/representation on the board. ESTIPIATED ANNUAL COUNTY COSTS: -Brown ($10,200), Calumet ($1,000), Fond du Lac ($4,100), Outagamie ($6,800) and Winnebago ($7,900).
