PURPOSE: SUBMIT APPLICATION FOR FEDERAL FUNDS
INITIATED BY: PARKS DEPARTMENT AND COMMUNITY DEVELOPMENT DEPARTMENT
WHEREAS, [he City of Oshkosh is eligible for park rehabilitation funds
through the �ecently approved Urban Park an� Recreation Recovery Program; and
IJHEREAS, Che City desires to rehabilitate the Menominee Park Beach
facilities, the Rainbow Park Beach facilities and shoreline, and the Fugel�berg
Park Beach facilities; and
WHEREAS, the City of Oshkosh has approved these projects as part of the
1980 Lapital Improvements Program.
NOW, THEREFORE, BE IT RESOtVED by the Common Council of the City of Oshkosh
that the proper City officials are hereby authorized and directed to submit an
application to the Department of the Interior, Heritage Conservation and Recrea-
tion Services, for a grant in the amount of $238,500.

and Recreation Recovery Act.
Dear Ms. Riley:
The City of Oshkosh must file a notice of intention to ap�ly for
UPARR funding with the appropriate n-95 Clearinghouse prior to
the submission of a preapplication to HCRS,
Enclosed for your review and consideration is a completed "Standard
Form 424". Section IV of the form should provide your agency with a
- brief abstract summary of the overall proposed activities of the
proposal. The actual Preapplication will be transmitted to you and
HCRS before October 30, 1980.
In addition to designating Mr. Boyd Kraemera City Parks Director,
as the project leader £or this program, the City of Oshkosh certifies
that it will comply with all the requirements imposed by the Heritage
Conservation and Recreation Service resulting £rom the award o£ a
UPARR (rehabilitation) Grant.

data regarding the City's intention to file a HCRS preapplication.

SECTION IV REMARKS
The City of Oshkosh, Wisconsin specifically request funding
to perform rehabilitation activities within the following three
neighborhood service area parks;
FUGELBERG PARK AND BATHING BEACH
--redesign and reconstruction of beach area
--renovation of bathhouse
--improve public access
--improve water quality

There exists a special need to provide water oriented recreational
opportunities for urban residents within the identified neighborhood
park service areas and a concern to plan "rehabilitation'" of these
three park facilities so that they will meet the needs of low income
people, the elderly, the handicapped and the young. The needed
improvements should result in greater utilization of these recreational
facilities £or both active and passive recreational activities of
nearby neighborhood residents. Demographic information for each
of the three neighborhood parks is as follows:
TITLE: FUGELBERG PARK AND BATHING BEACH
CLASSIFICATION: Neighborhood Park
DESCRIPTION: This site consists of a small park and bathing beach. The
area between Doty and South Main Streets is basically a grassy
open space with several large trees in the southern perimeter.
Lying to the east on South Main Street is the bathin� beach,
commonly known as South Side Bathing Beach.
SIZE: 3•2 acres (to be expanded in 1981)

--predominately a single-family dwelling area, with many of
the homes constructed prior to 1940 with several scattered
six to eight family units. A highway and railroad track
transects the park and inhibits access to the park's beach
area to the east of the residential neighborhoods.

DESCRIPTION: The

park is located just north o£ the Oshkosh Avenue
the Fox River. It is used extensively by fishermen
enthusiast. The park is built with landfill material,
varying grade elevations. Dutch Elm disease has
majority of the trees.

TITLE: MENOMINEE PARK AND BATHING BEACH
CLASSIFICATION: The park serves both as a community and neighborhood
facility.
DESCRIPTION: Menominee Park is strategically located on Lake
Winnebago between East Irving and Merritt on the south and
extending northward along Menominee Park Srive. The property
is only slightly above lake level. The park contains a stone-cut
bridge and two lagoons, with no other significant topograph
features.
SIZE: 109.3 acres
GENERAL FEATURES: The park presently has the following recreation
facilities:

--Bathing house and beach
--Covered shelter house
--Five lighted tennis courts
--Baseball diamond
--Childrens zoo
--Maintenance buildings/headquarters

of the park area ranging from single family, duples, and
medium to high density housing to the north
--the suggested rehabilitation work elements are strongly
oriented to neighborhood users although the £acility serves
both as a community and neighborhood park..The nearest
public swimming area other than at this location is l2 miles
away.

effect of erosion is a straggly;

The proposed rehabilitation activities will serve to improve upon
the quality and guantity of recreation services available to neigh-
borhood residents and thereby address the major causes of non-use.
It is anticipated improvements will serve to:
-attract a least some of the adults who are now part of the
silent majority of non-users by providing a well designed
beach area and a properly maintained facility
-cause neighborhood residents to return again and again, because
the improvements to the bathing facilities and beach will
promote health and safety
-continue to protect the right of access and allow the water-
fronts to continue to be used for recreational activities,
-recognize the heterogeneous composition of each neighborhood
and provide a variety of passive and active recreational
opportunities to people with different backgrounds and
recreational preferences,
-expand beach areas and thereby increase park attendance levels;
"potential users may stay away from a small beach area if
it is overcrowded"
-make the parks more accessible and provide increased water
related recreational experiences
-aid to maintain the attractiveness of the neighborhoods
-allow these parks to continue to provide water related recreat-
ional opportunities to residents within walking distance
-reduce the effects of erosion and stabilize the existing shoreline
-improve the water quality of the Fox River and Lake Butte des Mort
and Lake Winnebago
The federal UPARR investment will allow the City of Oshkosh to start
the proposed rehabilitation projects immediately and accomplish
the needed improvements within a year. The need for these activities
exist now and actions must not be postponed until once again "it is
too late" and the City is forced to close these neighborhood recreation
areas.
