The Coicimn Cotmci.l herebv declares its intention to e�rcise its oower Lmder Section 66.60 of the Wisconsin Statutes to levy special assessnents �on �roperty within the folloaing described area for benefits conferred �on such property by inq�roving the following azea, said public inprovements to include the following: �� -, � �� � � r Oii7� STI�ET from old Chicago, Milwaukee, St. Paul and Pacific Railroad ric�t of way to the Fox River 2. Said public i�rovenent shall consisc of �ncrete paving as described above and appurtenant work with wncrete curb and gutter on both sides of the street at a qrade hereto£ore established by special ordinancx of the City of Oshkosh. 3. Befoxe such i.�zroveirents are made, the Board of Public works (City Manager) is directed to cause water and sewer service pipes to be laid in said street from the mains to the curb line of each lot fronting on the said street and to keep an accurate account of the expense incurred in front of each lot and report the saire to the Co�troller who shall cause the airount charged to each lot to be entered on the tax roll as a special tax against said road, providied, however, that the Board of Public Works (City .tilanager) shall not cause such laterals t� be so laid for any oarticular lot, pr parcel where, in the opinion of the Board of PuUlic Works (City *'snager! to o-roi:ld be iRp=acticzl to 3e se. 4. The total airoimt assessed against such district shall not excced the total cost oP the i�rovecrents and the a7rount assessed against any pazcel shall not be greater than the benefits accn�d thereto from said improoe�rents. 5. The assessnents against any parcel may be paid according tn the pmvisions of Section 25-83 thni 25-89 of the Oshkosh Mimicipal Code. 6. The Board of Public Works (City Manager) is directed to prepare a report cronsisting of: a. Final plans and specifications for said i�rovements. b. An esti�te of the entire crost of the improvements and laterals c. An estimate as to each parcel of pmperty within the assess�rent district of: - 12P. - , . (1) The assessment of k�enefits to be levied for each ingrovement. (2) Zhe damages to be awarded for prooerty taken or damages by each. itc�rovement. (3) The net airoimt of damages over benefits or of benefits over dam3ges for each i�zovenent. Upon eompletion of such report, the Eoard of Public Worlcs (City Manac,.er) is direct�d to file a��y thereof in the City Clerk's Office for public inspection. 7. Llpon receiving the report of the Board of Public Works (City Manager), the City Clerk is directed to give notice of a public hearing on such reports as specified in Section 66.60(7) of the Wis�nsin Statutes. The hearing shall be held by the Board of Public Works (City Manager) at the Council Qzarrbess in the City Hall at a Yime set by the Clesk in acwrdance with Section 66.60(7) of the Wisconsin Statutes. 8.
