PURPOSE: IIGITL9L RESOLUTION FOR SAIVITARY SE�dER, WATER MAIY
INITIATED BY: AEPARTMENT OF PUBLIC WORKS
BE IT RESOLVED by the Common Council of the City of Oshkosh as fol2o�as:
1. The Common Council hereby declares its intention to exercise its power
under Section 66.60 of the Wisconsin Statutes to levy special assessments upon
property within the following described areas for benefits conferred upon such
property by Smproving the following named streets, said public lmprovemenLS to
include the following:
A. SANITARY SEWER
1. RATH LANE - from 87 £eet north of Omro Road to 336 £eet north of Omro
Road.
2. EASFi+iENT north of 1844, 1856, 1866, and 1874 Omro Road.
3. EASF2SENT along Wisconsin Street extended from West Smith Avenue to
165' ± north of south line of NF:t SecLion 11-18-16.
4. EASEPfE�IT 165't north of and parallel io south line of SE3t of iiF3L of
Section 11-18-16, from Wisconsin Street extended to the west Iine of
the SF3t of the vF}L of Section 11-18-16.
5. EASE�iiENT along the west line of the E. � of vF}L of Section 11-18-16
from 165 feet north of the south line of the SF}L of NF� of Section 11-
28-t6 to approximate2y 500 feeL south of C S NWRR tracks.
B. SANITARY SEWER AND WATER MAIN
1. EAS�fENT approximately 650 feet east and parallel with the west line
of the vW'ti of Lhe SW'� of Sectioa 15-18-16 from Robin Avenue Lo Oshknsh
kv�aue.
2. OSHKOSH AVENUE from Omro Road to approximately 850 feet westerly of
Omro Road.
3. WEST LINWOOD AVENUE from 310 feet east of Jackson Street to .Tackson
SLreet.
4. JACKSON STREET from Vioia Avenue to West Linwood Avenue.
C. WATER MATN
1. VINLAND STREET from 480 feet north of �forgan Avenue to Chicago & North
Western Railroad Tracks.

2: Said public improvement shall include the grading of the above named
street to the grade hereaEter establlshed by special ordinance of the City of
Oshkosh.
3. Before such improvements are nade, the Boaid of Public Works is directed
to cause water and sewer service pipes to be laid in said stxeets from the mains
to the curb line of each lot fronting on the said streets and to keep an accurate
account of the expense incurred in front of each lot and report the same to the
Comptroller who shall cause the amount charged to each lot to be entered on the
tax roll as a special tax against said road, provided, however, that the Board
of Public Works shall not cause such laterals to be so laid for any particular
lot, or parcel where, in the opinion of the Board of Public Works, it would be
impractical to do so.
4. The total amount assessed against such district shall not exceed the
total cost of the improvements and the amount assessed against any parcel sl�all
not he greater than che benefits accrued thereto from said improvements.
5. The assessments against any par,cel may be paid according to the provisions
of Section 25-83 thru 25-89 of the Oshkosh Municipal Code.

6. The Board of Public Works is directed to prepare a report consisting
(a) Final plans and specifications for said improvements.
(b) An estimate of the entire cost of the improvements and laterals.
(c) An estimate as to each parcel of property within the assessment district
of:
(1) The assessment of benefits to be levied for each improvement.
(2) The damages to be awarded for property taken or damages by each
improvement.
(3) The net amount of benefits over damages or of damages over benefits
for each improvement.
Upon completion of such report, the Board of Pub11c Works is directed to
file a copy thereof in the City Clerk's Office for public inspection.
7. Upon receiving the report of the Board of Public Works, the City Clerk
is directed to give notice of a public hearing on such reports as specified in
Sectiun bb.�O (7} of ine Wisconsin Statutes. The hearing shali be held by tue
Board of Publlc Works at the Council Chambers in the City Hall at a time set by
the Clerk in accordance with Section 66.60 (7) of the idisconsin Statutes.
8. The Wisconsin Public Service Corporation of Oshkosh, Wisconsin, is
hereby required to install gas mains in said street and service laterals at such
intervals as the Board of Public Works shall direct, said work to be completed
prior to the improvement of the said sireet, the City Clerk shall foraard a
certified copy of this resolution to said corporation forthwith.
9. The Board of Public Works and the proper city officials shall do all
things necessary so as to complete the installation of storm sewers in said
street prior to the improvements thereof, if necessary.
10. The installation of said street improvements shall be accomplished
according to the provisions of Section 25-3 thru 2�he-@shkash- un c pa
Code.
