PDRPOSE: INITIAL RESOLUTION - 1981 PAVING PROGRAM - ASPHALTIC CON-
CRETE PAVING
ItIITIATED BY: DEPARTMENT OP PUBLIC WORRS
SE IT RESOL9ED by the Common Council of the City of Oshlmsh as followa:
1. The Common Council hereby declares its intention to exercise its pocaer
under Section 66.60 of the Wisconsin Statutes to levy special assessments upon
property within the following described areas for tenefits r_o*_tfezred upau s�rh
property by improving the following named streets, said public.improvement to
include the folloving:
ASPHALTIC CONCRETE PAVING
Asphaltic cancrete ap ving with new curb and utter and appurtenant improvements
WEST NFW YORR AVENUE from North Main Street to Jackson Street
WEST NESI YORK AVENUE from Algoma Boulevard to High Avenue
SCATT AVENUE from North Main Street to Jackson Street
Asphaltic concrete overlay - single �ss operation with curb and ug tter
repalr . — —
WEST NFN YORR AVENUE from Jackson Street to Algoma Boulevard
NORTH MAIN STREET from New York Avenue to Murdock Avenue
WISCONSIN STREET from West New York Avenue to West Bent Avenue
2. Said improvements shail consist of concrete paving as described above
and appurtenant work with concrete curb and gutier on both sides of the street
at a grade heretofore established by apecial ordinance of the City of Oshlcnsh.
3. Before s�sch 's�prove�e :tc a:a �3e, the B3ard o: Fublic rorics ie dizected
to cause water and sewer service pipes to be laid in said streets from the maius
to the curb line of each lot fro¢ting on the said streets and to keep an accurate
account of the expense iacurred in front of each lot and report the same to the
Comptroller who shall cause the amount charged to each lot to be entered on the
taa roll as a special tax against said road, prwided, however, that the Board
of Public Works shall not cause such laterals to be so laid for any particular
lot, or parcel where, in the opinion of the Board of Public 4lorks, it would be
impractical to do so.
4. The total amount assessed againat such district shall not exceed the
total cost of the improvements and the amount assessed against any parcel shall
not be greater than the benefits accrued thereto from said isprovements.
5. The assessments against any parcel may be paid according to the
pravisions of Section 25-83 thru 25-89 of the Oshkosh Municipal Code.

6. The Board of Public Works is dizected to prepare a report conaisting
of:
(a) Final plans and specificationa for said improvements.
(b) An estimate of the entire coat of the i.mprovements and laterals.
(c) An estimate as to each parcel of property wlthin the assessment diatrict
of:
(1) The asaessment of beaefits to be levied for each improvement.
(2) The damagea to be awarded for proparty taken or damages by each
improvement.
(3) The net amount of benefits over damagea or of damages wer benefits
for each improvement.
IIpon completiaa of such report, the Board of Public Works is directed to
file a copy thereof in the City Clerk's Office for public inspectioo.
7. Upon receiving the report of the Board of Public Works, the City Clerk
is directed to give notice of a public hearing on such reports as spacified ia
Section 66.60 (7) of tha Wiaconsin Statutes. The hear3ng shall be held by the
Board of Public Works at the Council Chambers in the City Hall at a time set bp
the Clerk in accordance with Section 66.60 (7) of the Wisconsin Statutes.
8. The installation of said street improvements shall be accomplished
according to the provisions of Section 25-3 thru 25-11 of the Oshknsh Municipal
Code.
