MARCH 5, 1981 PURPOSE: U 9 RESOLUTION IYITIAL RESOLUTION — 1981 PAVZNG PROGRAM — ASPHAI.TIC CON— CRETE PAVING INITIATED BY: DBPARIMENT OF PiTBLIC WORKS BE IT RESOLVED by the Commoa Council of the City of Oshkash as follows: 1. The Common Council hereby declares its intention to exercise its power under Section 66.60 of the W±sconain Sta*_ute� fo levp special assessmenta cpoc property within the following described areas for benefits conferred upon such propertq by improving the following aamed streets, said public improvement to include the followi.ng: ASPFIALTLC CONCRETE PAVING Asphaltic concrete avin with new curb fi utter and appurtenant imprwe— �---� — _.. $__ � ments — — OSCEOLA STREET from Warren Avenue to Algoma Boulevard Asphattic Concrete overlay — single pass operation with curb and ug tter renair JEFFERSON STREET from Washington Avenue to East Park�.ay Avenue MOUNT VERNON STREET from Washington Avenue to Merritt Avenue CHERKSC STREET from West Irving Avenue to West New York Avenue WEST STH A4ENUE from Ohio Street to Kaapp Street WEST 4TH AVE,�iQE from Ohio Street to Knapp Street 2. Said improvements shall co¢sist of concrete paving as described above and appurtenant work with concrete curb and autter on both sides of the street at a grade heretofore established by special ordinance of the Citv of Os!iknsh. 3. Before such improvements are made, the Board of Public Works is directed to cause water and sewer service pipes to be laid in said streets from the mains to the curb Line of each lot fronting on the said streets and to keep an accurate account of the expense incurred in front of each lot and report the same to the Comptroller who sha11 cause the amount cha oed to each lot to be entered on the tax roll as a special tax against said road, provided, however, that the Board of Public Works sha11 not cause such laterals to be so laid for any particular lot, or parcel where, in the opinion of the Board of Public Works, it would be impractical to do so. 4. The total amount assessed against such district shall not exceed the total cost of the improvements and the amount assessed against any parcel ahall not be greater than the benefits accrued thereto from said improvements. -9A- , 5. The asses�ents againat a�. parcel may be paid according to the prwisioas of Section 25-83 thru 25-89 of the Oshlcosh Municipal Code. 6. The Board of Public Works is directed to prepare a report consisting- of: (a) Pinal plans and specifications for said improvements. (b) Aa astimate of the entire cost of the improvements aad laterals. (c) An estimate as to each parcel of property within the assessmeat district of: (1) The assessment of benefits to be levied for each improvemeat. (2) The damages to be acaarded for praperty taken or damagea bp each � i�yroce�eai. (3) The net amount of benefits wer damages or of damages over benefits for each improvement. Upon completion of such report, the Soard of Public Works is directed to file a copy thereof in the City Clerk's Office for public inspection. 7. IIpon receiviag the report of the Board of Public Works, the City Clerk is directed to give notice of a public hearing on such reports as specified ia Section 66.60 (7) of the Wisconsin Statutes. The hearing shall be held by the Board of Public Works at the Council Chambers in the City Hall at a time set by the Clerk in accordance with Section 66.60 (7) of the Wisconsin Statutes. 8.
