PURPOSE: APPROVE CHANGE ORDER NO. 2 TO CONTRACT NO. 13-18
WITH LUNDA CONSTRUCTION FOR CONSTRUCTION OF
BOATWORKS RIVERWALK AND RESTROOM (+$120,490.00)

BE IT RESOLVED by the Common Council of the City of Oshkosh that the
following change order is hereby approved and the proper City officials are authorized
to execute any and all documents necessary for purposes of same.

RE: Approve Change Order#2 To Contract NO. 13-18 with Lunda Construction
Boatworks Riverwalk and Restrooms (+$120,490)
BACKGROUND
The City designed and bid out the Boatworks portion of the south shore riverwalk. The bid
split the project into three pieces; the first piece of the project included the bridges required to
span the riverfront at the mouth of the old marina. The second bid award included the east-
side ramp, shoreline protection, site demolition and clean up.
City staff submitted the revised plan for the west part of the project to WisDNR for their final
approval for the additional grant funds of about $353,000. The City received the increased
grant award and then awarded the third bid for the project for the west ramp. Change Order
#1 for the park restroom/shelter was included at the same time.
Change Order#2 is for the changes to design and installation of the west-side ramp and
restrooms/shelter due to a number of cumulative factors.
ANALYSIS
City staff authorized the following changes to the project due to long-term maintenance needs
and project requirements:
1. The 1899 Railroad Portal was placed on the riverwalk to incorporate the historical
feature into the experience. (The second portal will be saved for use at the Pioneer
Drive section of riverwalk.)
2. New stormsewer serving the restroom/shelter and parking lot was installed beneath
the riverwalk west ramp early so that the riverwalk would not have to be cut into when
the restroom/shelter and parking lot were built. This cost was avoided in the parking
lot construction bid.
3. The west ramp handrail bid expired (it had been included in an earlier bid) and the new
cost was higher due to higher steel prices.
4. The City electrical department requested modifications to the service, conduit, and
lighting for the riverwalk and restrooms to minimize maintenance and operating costs.
5. The City parks department requested additional stone to minimize mowing costs under
the ramp.
6. An anti-graffiti surface was applied to the ramp piers and bridge abutments.
(unfortunately, the piers had been tagged during construction)
7. Additional top soil was needed for adequate grass growth. (The site was originally
gravel)
8. Additional concrete was required for the future handicapped canoe/kayak launch.
The result of all these factors is a Change Order for$120,490.
The City Council awarded the bid for the parking lot and neighborhood trail connection with
the Riverside Park parking lot project earlier this year. This final phase of the project should
be completed by the end of September.
FISCAL IMPACT
WisDNR funds expanded the scope of the original project to add the west ramp,
restroom/shelter and canoe/kayak launch into the WisDNR award and increased the grant
funding for the projects. To increase the WisDNR grant funds, the City had to match the
grant funds with the $200,000 contingency funds for the Boatworks project, so no City
contingency funds remained. The City's share of the project will still be paid by TID #20 with
a donation from TID #7, and no City funding will be borrowed.
RECOMMENDATIONS
The City Council approves the Change Order for $120,490.
