PURPOSE: AWARD BID TO MICHELS FOUNDATIONS FOR JELD-WEN
RIVERWALK EAST OF OREGON ($1,164,770.75)
INITIATED BY: COMMUNITY DEVELOPMENT
WHEREAS, the City of Oshkosh has heretofore advertised for bids for
construction of a bike/pedestrian riverwalk on the south side of the Fox River, east of
Oregon Street; and
WHEREAS, upon the opening and tabulation of bids it appears that the following
is the most advantageous bid:

TOTAL BASE BID $1,099,770.75
HAWK PEDESTRIAN CROSSING $ 65,000.00
TOTAL BID $1,164,770.75
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that said partial base bid is hereby accepted and the proper City officials are
hereby authorized and directed to enter into an appropriate agreement for the purpose
of same, all according to plans, specifications, and bid on file. Money for this purpose
is hereby appropriated from:
Acct. No. 534-1040-7216-07510 TID #20/ South Shore Redevelopment –
Land Improvements- $1,064,770.75
Acct. No 561-2010-1799-00000 Storm Water Utility -$100,000

RE: Award Bid to Michel's Foundation/Jeld-Wen Riverwalk, East of Oregon Street
for $1,164,770.75
BACKGROUND
The City has designed and bid out the portion of the south shore riverwalk from the Oregon
Street Bridge to the Dockside Tavern and the pedestrian street crossing of Oregon Street,
south of the bridge.
The property owners donated the land in 2014 for the riverwalk. The City also obtained a
$953,000 grant for WisDNR to help fund this segment of riverwalk. The City obtained permits
for the project in 2015 and bid the project out. The City received 3 bids for the project and
Michel's Foundations was the low bidder.
ANALYSIS
The City obtained permits from the WisDNR and the Army Corps of Engineers for the project
elements that include installation of a new vertical sheet pile wall, utility installation, hard
surfaces for the riverwalk, excavation and disposal of poor soils, and landscaping and
restoration. The project also includes the pedestrian cross walk signage, lighting, striping
and sidewalk improvements.
As the attached bid tabulation indicates, Michel's is also the lowest bidder for both the
riverwalk and the pedestrian crossing improvements.
Project elements that the City will bid out separately are the benches, lights and bollards.
Those bids will be let after the City hears about the 2015 grant application for extending the
riverwalk around the inlet/lagoon on the Jeld-Wen property.
Since the project is about $500,000 under budget, staff will also be working with WisDNR and
the property owners to extend the riverwalk further to the west toward the lagoon
FISCAL IMPACT
The City's CIP share of the funding will be paid by TID #20, with a donation from TID #7.
RECOMMENDATION
The City Council awards the bid for the riverwalk and Alternate 1 for $1,164,770.75.
