The Common Council of the City of Oshkosh do ordain as follows: SECTION 1. That Section 27A-7.2 of the Oshkosh Municipal Code pertaining to PEDESTRIAN HYBRID BEACONS DESIGNATED is hereby amended as follows: A-7.2 PEDESTRIAN HYBRID BEACONS DESIGNATED – The following locations in the City of Oshkosh are hereby declared and designated as pedestrian hybrid beacons: th Add Thereto: Oregon Street, 500 feet north of 6 Avenue SECTION 2. This ordinance shall be in full force and effect from and after its passage, publication and placement of the appropriate signage. SECTION 3. Publication Notice. Please take notice that the City of Oshkosh enacted ordinance #15-375 (A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A-7.2 OF THE OSHKOSH MUNICIPAL CODE PERTAINING PEDESTRIAN HYBRID BEACONS DESIGNATED) on August 11, 2015). The ordinance approves designating a signalized pedestrian hybrid beacon mid-block crossing on th Oregon Street 500 feet north of 6 Avenue. BACKGROUND This is an ordinance initiated by the Community Development and Transportation Departments. The City applied for and received a grant from the Wisconsin Department of Natural Resources to off-set construction costs associated with construction of the riverwalk along the JeldWen property east of Oregon Street. Included in the grant application is a pedestrian crossing to be signalized on Oregon Street. The recommended traffic signal device for this crossing is a HAWK (High-Intensity Activated crosswalk). I have attached a sheet that illustrates how this work. We currently have a HAWK signal on High Avenue in the University area in front of Sage Hall. Signalized crossings are added to our inventory through amendments to the municipal code adopted by ordinance. The Traffic Review Advisory Board reviewed this location and recommends approval (7-0). ANALYSIS The warrants for a mid-block crossing in the Manual for Uniform Traffic Control Devices (MUTCD) state that a HAWK signal must be a minimum of 300 feet from a signalized intersection. This warrant is met. Another warrant is that there should be 40-50 pedestrian crossings during the peak hour. This warrant isn't currently met. It is unknown if this warrant will be met in the future, but based on the usage of the north shore river walk, staff anticipates this warrant will be met or exceeded once the River Walk is complete on the south shore. The city has used the benchmark of 50 pedestrian crossings a day in the past as a warrant for marking crosswalks. The peak hour traffic count on Oregon Street is 944 vehicles from 4:00 — 5:00 p.m. per the WISDOT website. In reality, even though we would like pedestrians and bicyclists to travel the 500 feet to the signalized intersection of 6th Avenue and Oregon Street to cross, we know that it is likely people will see the path on the other side of Oregon Street and cross where this HAWK signal is proposed, so it makes sense to make the crossing as safe as possible. I checked with the DOT as well (due to the drawbridge) and they did not see an issue with this being installed at the proposed location. The engineering firm of AECOM was hired to design the River Walk and will do the signal design as well. The City is currently requesting bids for construction of a portion of the riverwalk through the Morgan District (JeldWen), east of Oregon Street. The HAWK pedestrian beacon is included in the bid specs. Bids will be opened on Tuesday, July 28 for this section of the riverwalk. At its August 11 meeting, Council will be asked to take final action on the pedestrian beacon as well as award the contract for construction of this river walk section. FISCAL IMPACT The costs for this project include signal equipment, intersection design and street painting. The cost to install this signalized crossing is estimated at $45,000. Funds are available in the 2015 Capital Improvement Program and from the Wisconsin DNR grant. Funding would be charged to account number : 534-1040-7216-00000 RECOMMENDATION Section 27A-7.2 of the Municipal Code designates pedestrian hybrid beacons. The Transportation and Community Development Departments recommend that the Common Council approve designating a signalized pedestrian hybrid beacon midblock crossing on Oregon Street 500 feet north of 6th Avenue.
