HomeMy WebLinkAbout10. 15-371 AUGUST 11, 2015 15-371 RESOLUTION (CARRIED___7-0_____LOST________LAID OVER________WITHDRAWN________) PURPOSE: AUTHORIZE PURCHASE OF IMAGECAST EVOLUTION (ICE) VOTING EQUIPMENT FROM DOMINION VOTING SYSTEMS IN COOPERATION WITH WINNEBAGO COUNTY ($133,297.00) INITIATED BY: CITY CLERK’S OFFICE WHEREAS, the City of Oshkosh’s voting is equipment is outdated and the current touch screen machines no longer meet federal requirements; and WHEREAS, the State of Wisconsin has certified the Imagecast Evolution (ICE) voting equipment for use within the State of Wisconsin; and WHEREAS, by purchasing this equipment in conjunction with Winnebago County and the other voting jurisdictions within Winnebago County, the City would be able to take advantage of the pricing and terms that have been negotiated through Winnebago County. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized and directed pursuant to section 12-15 of the Oshkosh Municipal Code to purchase 17 Imagecast Evolution voting machines from: DOMINION VOTING SYSTEMS th 1201 18 Street, Suite 210 Denver, CO 80202 Total: $133,297.00 BE IT FURTHER RESOLVED that the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same. Ubrig, City Clerk DATE: August 7, 2015 RE: Authorize Purchase of ImageCast Evolution (ICE) Voting Equipment in Cooperation with Winnebago County from Dominion Voting Systems BACKGROUND The City of Oshkosh current voting equipment consists of two separate types of machines, an optical scan (OS) machine and a touch screen (TSX). The OS machines are approximately 20 years old and the TSX machines were purchased with federal grant funds in 2006 to provide an accessible voting device to voters with disabilities. The technology for these older machines is outdated and tallying and reporting from these machines is cumbersome. State Statutes require cities such as the City of Oshkosh to purchase voting equipment which has been certified by the State of Wisconsin. The State of Wisconsin has been reviewing potential new voting machines for several years. In June 2015, the Government Accountability Board certified the Imagecast Evolution (ICE) voting equipment. ICE is a single voting terminal that has accessible features built into it so it will no longer be necessary to have separate voting machines for disabled voters. One item of note is that the federal government now requires a paper ballot be marked for every voter so while many voters preferred the touchscreen voting machines, our current touchscreen machines will no longer meet the federal requirements. For disabled voters who may be unable to properly mark a ballot, the new machines will act as a marking device and actually create a paper ballot from the voter's choices. ANALYSIS Winnebago County took the lead role in obtaining costs and working with potential vendors and has chosen Dominion Voting Systems for this purchase. The City's current equipment was purchased through Dominion Voting Systems and we have had a good working relationship with Dominion and would continue to work with them with the purchase of this equipment. The City has sixteen polling sites and we have had at least one backup machine available in the past for our use should we need it. I am recommending that the City purchase seventeen machines at this time to give us an additional backup machine should the need arise. Section 12-15 of the City of Oshkosh Municipal Code allows purchases of equipment, materials or supplies without competitive bidding through a cooperative purchase with other governmental units. I am recommending that the City purchase this equipment in conjunction with Winnebago County and the other voting jurisdictions within Winnebago County to take advantage of the pricing and terms that have been negotiated through Winnebago County. By working with Winnebago County in this purchase, the City will also be able to save on programming and ballot costs in future elections. FISCAL IMPACT The purchase of the seventeen voting machines will be $133,297.00. We had budgeted $144,000.00 in 2015 CIP for this purchase. In addition to the purchase price, there will be annual fees for programming, firmware licenses and hardware warranties that will be included in future budgets.
