SdHEREAS, the Common Council has adopted an Initial Resolution - authorizing not to.exceed $800,000.00 City of Oshkosh Industrial Development Revenue Bonds to finance the construction of a manufacturing facility and equipment for use by SNC Manufacturir.g Co., Tnc., pursuant to Section 66.521 of the [disconsin Statutes, and [1HEREAS, SNC *lanufacturing Co., Inc., has struction will consist of a warehouse facility with related fixtures and equipment, and represented that the con- and an office expansion, together WHEREAS, Section 66.521 (11) (b) of the S4isconsin Statutes requires competitive bidding for certazn construction contracts, and prohibits discrimination with regard to the construction and operation of projects financed pursuant to Section 66.521, unless waived by the governing body of the municipality under the authority of which the financing is to be issued. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh as follows: 1. That the City of Oshkosh will not mntrol the design, costs, construction or operation of the proposed project of SNC Manufacturing, Inc., that no public moneys will be expended for the proposed project; that the principal reasons for requiring competitive bidding for municipal construction projects have no application to the proposed project of SNC Manufacturing Co., Inc,; that the achievement of the public purposes of the proposed revenue bond issue will be most efficiently met by allowing SNC Manufacturing Co., T_nc., to have full cont:ol over the contracting for construction of the proposed project; 2. That the City of Oshkosh hereby does waive Lhe applicability of Section 66.521 (11) (b) 1 of the Wisconsin Statutes to the proposed project of SNC Manufactuting Co., Inc., upon condition that the revenue agreement to be entered into by the Company and the City contains anti-discrimination clauses satisfactory to the City; 3. The Clerk shall cause this Resolution to be published together with the public notice required for the Initial Resolution. This Resolution Introduced, Approved and Adop.ted Converse C.
