RESOLUTION
BE IT RESOLVED by the Common Council of the City of Oshkosh that the
proper City officials are hereby authorized and directed to enter into the
attacheti Agreement with University of Wisconsin-Oshkosn for a Police i7epartment
effectiveness and efficiency study.
BE IT FURTHER RESOLVE� that money for this purpose is hereby appropriated from
Account No. 021-560, Police Professional Services.
BE IT FURTHER RESOLVED, that the sum of $14,006.00 is hereby transferred
from Account No. 310-550, General Fund Equity to Account No. 021-560, Police
Professional Services.

, An Agreement Between the
University of Wisconsin-Oshkosh and
the City of Oshkosh, Wisconsin
I. The City of Oshkosh has requested that a comprehensive study be conducted
of the Oshkosh Police Department with the primary objectives being to
increase the effectiveness and efficiency of the department. The University
of Wisconsin-�shkosh will conduct this study under the terms of this
contract.
II. The University of Wisconsin-Oshkosh agrees to conduct a study of the Oshkosh
Police Department according to the provisions of II A, B� c.
A. The scope of the study shall consist of an analysis of the following
areas:
1. Community security needs: analysis of crime patterns during the past
five years in Oshkosh, with comparisons to similar cities. Pro-
jections for future in light of existing demographic characteristics.
2. Organizational structure: analysis of vertical and horizontal assign-
ment of tasks within the department.
3. Management procedures: analysis of procedures in planning, task
assignment, communications, and other areas.
4. Operational procedures: analysis of procedures for responses,
complaints, arrests, resource utilization, areal staffing patterns,
records, communications, etc.
5. Personnel management: analysis of evaluation procedures, incentives,
sanctions, grievance procedures, etc.
6. Training: analysis of training needs and opportunities.

7. Police-Community relations: analysis of relationships with other
agencies and the public at large.
The final report shall contain recommendations in areas A.2 to A.7
to improve the efficiency and effectiveness of the Oshkosh Police
Department.
Twenty-five (25) copies of the final report shall be delivered to the
City of Oshkosh by September 20, 1981.
The City of Oshkosh agrees to the following terms:
A. The Oshkosh Police DepartmenC shall provide access to appropriate
members of the force and records as necessary sources of information
for the study.
B. The City of Oshkosh shall pay the University of Wisconsin-Oshkosh the
sum of $14,006 within twenty (20) days of delivery of the final report.
C. The University of Wisconsin-Oshkosh may use portions of the data
collected for the report for scholarly purposes under the condition
that the individual sources of information and the city remain confi-
dential.
