PURPOSE: AGREEMENT BETWEEN CITY OF OSHKOSH AND
HOWARD NEEDLES TArP1EN & BERGENDOFF
INITIATED BY: DEPARTMENT OF PUBLIC WORKS
BE IT RESOLVED by the Con¢non Council of the City of Oshkosh that the proper
City officials are hereby authorized and directed to enter inCO the attached
agreement with Howard Needles Tammen & Bergendoff for engineering services
for improvements to the Water Filtration Plant.
BE IT FURTHER RESOLVED that money for this purpose is hereby appropriated
from Account No. 810-701, Water Utility, Construction in Progress.

TO THE
AGREEMENT DATED APRIL 17, 1981, BETWEEN
THE CITY OF OSHKOSH
IN THE STATE OF WISCONSIN
AND
HOWARD NEEDLES TAMMEN � BERGENDOFF
FOR PROFESSIONAL SERVICES RELATIVE TO
PUBLIC WATER SUPPLY REQUIREMENTS
FOR
THE CITY OF OSHKOSH
2-1.0 Purpose

The purpose of this Supplenental Task Order is to establish
scope, schedule and payment provisions for engineering
services f�r the improvements to specific elements of the
Water Filtration Plant, namely: the renovation of the
pretreatment basin, the replacement of three existing high
service meters, the addition of a 2,000—gallon alum storage
tank, and a new combined low lift and high service pumping
station.
—2.0 Scooe
The Consultant will provide the following engineering
servicec for improvements to the Water Filtration P1ant:
2-2.1 For the renovation of the pretreatment basin, the
Consultant shall:
2-2.1.7 Inspect the existing condition of the
pretreatment basin with the assistance of the
City, to determine location and extent of a
neN single plastic baffle wall to replace the
existing baffle walls; and inspect, in the
company of City staff, a nearby plant
utilizing a similar plastic baffle wall to
determine its application in Oshkosh.
2-2.1.2 Utilize available survey information and
inform the City of any additional survey data
required, which will be furnished by the
City.
2-2.1.3 Prepare contract documents consisting of
plans and specifications for the renovation
of the pretreatment basin with the addition

of a single plastic baffle xall along the
longitudinal axis of the basin, and furnish
the City ten (10) copies of these contract
documents.
2-2.1.4 Assist the City in obtaining necessary
approvals from the Department of Natural
Resources.
2-2.1.5 Prepare construction cost estimates and
assist the City in obtaining construction
bids and their evaluation.
2-2.1.6 Review shop drawings, provide periodic visits
during construction to observe general con—
struction progress and general conformance
with the plans and specifications, and
provide record drawings based on information
furnished by the construction contractor and
field inspectors of the City's staff.
2-2.2 For the replacement of three existing high service
meters the Consultant shall:
2-2.2.1 Inspect the existing condition of the three
meters with the assistance of the City, to
determine the suitability of continued
utilization of the existing primary meter
flow tubes with the new meter instrumenta—
tion.
2-2.2.2 Utilize available survey information and
inform the City of any additional survey data
required, which will be furnished by the
City_.
2-2.2.3 Prepare contract documents consisting of
plans and specifications for the replacenent
of three existing high service meters and
furnish the City ten (10) copies of these
contract documents.
2-2.2.4 Assist the City in abtaining necessary
approvals from the Department of Natural
Resources.
2-2.2.5 Prepare construction cost estimates and
assist the City in obtaining construction
bids and their evaluation.
2-2.2.6 Review shop drawings, provide periodic visits
during construction to observe general con—
struction progress and general conformance

with the plans and specifications, and
provide record drawings based on information
furnished by the construction contractor and
field inspectors of the City's staff.
Z-2.3 For the addition of a 2,000—gallon alum storage tank
the Consultant shall:
2-2.3.1 Inspect the existing alum storage facilities
with the assitance of the City to determine
the suitability of locating the additional
alum storage tank adjacent to the existing
alum storage tank without the necessity of
undertaking structural modification to the
filtration plant building.
Z-2.3.2 Utilize available survey information and
inform the City of any additional survey data
required, which will be furnished by the
City.
2-2.3.3 Prepare contract documents consisting of
plans and specifications for an additional
2,000—gallon storage tank in the vicinity of
the existing alum tank and for its ventila—
tion system, and furnish the City ten (10)
copies of these contract documents.
2-2.3.4 Assist the City in obtaining necessary
approvals from the Department of Natural
Resources.
Z-2.3.5 Prepa.re construction cost estimates and
assist the City in obtaining constructfon
bids and their evaluation.
2-2.3.6 RevieW shop drawings, provide periodic visits
during construction to observe general con—
struction progress and general conformance
with the plans and specifications, and
provide record drawings based on information
furnished by the construction contractor and
field inspectors of the City's staff.
2-2.4 For the new combined low lift and high service pumping
station the Consultant shall:
2-2.4.1 Inspect the existing high service pumping
facilities with the assistance of the City to
determine the suitability of continued
utilization of certain low lift and high
service pumping units with the new pumping
station.

2-2.4.2 Utilize available survey information and
inform the City of any additional survey data
required, which will be furnished by the
City.
Z-2-4.3 Advise the City of required geotechnical in-
vestigations, solicit and evaluate proposals
for undertaking these field investigations,
and recommend to the City, for direct con-
tracting by the City, of a qualified firm to
perform the necessary soil borings and soils
analysis.
2-2.4.4 Prepare contract documents consisting of
plans and specifications for a new low lift
and high service p�mping station and furnish
the City twenty (20) copies of these contract
documents.
2-2,4.5 Assist the City in obtaining necessary
approvals from the Department of Natural
Resources.
2-2,4,6 Prepare construction cost estimates, and
assist the City in obtaining construction
bids and their evaluation ,and with the
preparation of an appropriate capital budget
amounts for the construction of the new
pumping station in 1983•
2-3.0 Schedule
The engineering services under this Supplemental Task Order
shall commence upon receipt by the Consultant of an executed
copy of this Supplemental Task Order, and shall be completed
as follows:
2-3.1 The renovation of the pretreatment basin plans and
specifications shall be completed by May 31, 1982.
2-3.2 The replacement of the existing high service meters
plans and specifications shall be completed by May 31,
1982.
2-3.3 The additional 2,000-gallon alum storage tank plans
and specifications shall be completed by May 31. 1982•
2-3.4 The new combined low lift and high service pumping
station plans and specifications shall be completed by
Qetober 1, 1982.

2-4.0 Payment

Sum Amount of Six Thousand Dollars ($6,000.00).

These Lump Sum amounts shall be full compensation for service
rendered and for all labor, materials, supplies, equipment,
and necessary incidentals;' except for additional copies of
plans and specifications beyond the number of copies included
:n the Scope above. Payment for additional copies of plans
and specifications for the renovation of the pretreatment
basin shall be Nine dollars ($9.00) per set. Payment for
additional copies of-plans and specifications for the high
service meters and the additional 2,000-gallon alu� storage
tank shall be Four dollars ($4.00) per set. Payment for
additional copies of plans and specifications for the neu low
lift and high service pumping station shall be Forty dollars
($40,00) per set.
