MONEY ONLY) INITIATED BY: DEPARTMENT OF PUBLIC WORKS BE IT RESOLVED by the Co�on Couacil of the Cicy of Osnkosh as follows: 1. The Common Council hereby declares its intention to exercise its power under Section 66.60 of the Wisconyin Statutes to levy special assessments upon property within the fullo*,�ing describad area for benefits conferred upon such property by improving the following named streets, said public improvement to include the follocring: ASPHALTIC CONCRETE PA�NG W/LOCAL MONEY ONLY Aspha tic Cocxcrete Overlay; Vine Street from High Avenue to Elmwovd :.venue 2. Said improvements shail consist of aspnalt paving as described above and appurtenaut work witn concrete curb and gutter repair on both sides of the street at a grade heretofore estaulished by spec3ai or3inance of the City of Oshkosh. 3. Before such improvements are made, the Board of Public Works is directed to cause water and sewer service pipes to be lai3 in said streets from the mains to the curb line of each lot fronting on the said streets and to keep an accurate accoant of the expense incurred in front of each iot and report the same to the Comptroller who shali cause the amount charged to each lot to be entered on the tax roll as a special tax against said road, provided, however, tnat the Board oi Pu�lic Works shall not cause such lateral� [o be so laid for any particular lot, or parcel where, in the opi.nion of the Board of Public worics, it would be impractical to do so. 4. The total amoun[ assessed against such district shall not exceed the total cost of tfie improvenen[s and the amount assessed against any parcel shall uot ue greaLer chan tna benefits accrued thereto frum said improvemen�s. 5. The assessments against any parcel may be paid according to the provi- s3ons of Section 25-83 tt�ru 25-89 of the Oshkosli Municipal Code. of: 6. The Board of Public 4;orks is direc[ed to prepare a report consisting (a) Final plans and specifications fur said improvements. (b) An estimate of the entire cost of the improvements and laterals. (c) An estimate as to each parcel of property within the assessment district of: -11A- Paviug Resolution Cont'd (1) The assessment of benefits to be Ievied for each improvement. (2) The da:aages to be awarded for property taken or dac�ages by each lmprovement. (3) The uet amount of benefits over damages or of damages over benefits for each improvement. IIpon completion of such report, the Board of Public Works is directed to file a copy thereof ia the City Clerk's Office for public inspection. 7. Upon receiving the report of the Board of Public Works, [he City C1erk is directed to give notice of a pubiic iiearing on sucn reports as specified in Section 66.60(7) of the Svisconsin Statutes. ihe hearing shall be held by the Board of Public 4iorks at the Council Cnambers in the City Hall at a time set by the Cleric in accordance with Section 66.60(7) of the IJisconsin Statutes. 8. Yne instaZlation of said street improvements shall be accomplished according to the provisions of Section 25-3 thru 25-11 of the Oshkosh Municipal Code.
