HomeMy WebLinkAbout31733 / 82-13� � �Y February 18, 1982 PURPOSE: INITIATED BY: 1113 RESOLUTION INITIAL RESOLUTION - 1982 PAVING PROGRAM -- PORTLAND CEMENT CONCRETE PAVING DEPARTMENT OF PUBLZC WORKS BE IT RESOLVED by the Co�on Council of the City of Oshkosh as follows: 1. The Common Council hereby declares its intention to exercise its power under Section 66.60 of the Wisconsin Statutes to levy special assessments upon property"within the following described areas for b=nefits ronf�rre3 upen s��ch property by improving the following named streets, said public improvemenr to include the following: PORTLAND CEMENT CONCRETE PAVING 1. 2. 3. 4. 5. 6. 7. 8. 9. 10. Maricopa Drive from Yiest 9th Avenue to Westhaven Drive Rush Avenue from Josslyn Street to �;orth Eagle Street Ardmore Trail from West 9th Avenue to Cumberland Trail West Linwood Avenue from Vinland Street to Sackson Street Coolidge Avenue from North Sawyer Street to Bauman Street Dakota Street from West 6th Avenue to West 9th Avenue North Main Street from Libbey Avenue to Snell Road Medalist Drive from Waukau Avenue to West 34th Avenue West 34th Avenue from Medalist Drive to Marvel Drive Marvel Drive from West 34th Avenue to West 35th Avenue 2. Said improvements shall consist of concrete paving as described above and appurtenant work with concrete curb and gutter on both sides of the street at a grade heretofore established by special ordinance of the City of Oshkosh. 3. Before such improvements are made, the Board of Public Works is directed to cause water and sewer service pipes to be laid in said streets from the mains to the curb line of each I.ot fr.onting on the sai_d srreets and to keen an accurate account of the expense incurred in front of each lot and report the same to the Comptroller who shall cause the amount charged to each lot to be entered on the tax roll as a special tax against said road, provided, however, that the Board of Public Worics shall not cause such laterals to be so laid for any particular lot, or parcel where, in the opinion of the Board of Public Works, it would be impractical to do so. 4. The total amount assessed against such district shall not exceed the total cost of the improvements and the amount assessed against any parcel shall not be greater than the benefits accrued thereto from said improvements. - 13A - "c Paving Resolution Cont'd 5. The assessments against any parcel may be paid according to the pro- visions of Section 25-83 thru 25-89 of the Oshkosh Municipal Code. 6. The Board of Public Works is directed to prepare a report consisting of: (a) Final plans and specifications for said improvements. (b) An estimate of the entire cost of the improvemen[s and laterals. (c) An estimate as to each parcel of property within the assessment district of: (1) The assessnen[ of 6enefits to oe levied for each improve- ment. (2) The damages to be awarded for nrooerty takea or damag�s ty each improvement. (3) The net amount of benefits over damages or of damages over benefits for each improvement. Upon completion of such report; the Board of Public Works is directed to file a copy thereof in the City Clerk's office for public inspection. _ 7. Upon receiving tne report oi the Board of Public Works, the City Clerk is directed to give notice of a public hearing on such reports as specified in . Section 66.60(7) of the Wisconsin Statutes. The hearing sha11 be held by the -� Board of Public Works at the Council Chambers in the City Hall at a time set by the Clerk in accordance with Section 66.60(7) of the Wisconsin Statutes. 8.
