HomeMy WebLinkAbout31777 / 82-14March 18, 1982 � 14A RESOLUTION PURPOSE: INITIAL RESOLUTION FOR SANITARY SEWER, WATER MAIN AND STORM SEWER Ii3ITIATED BY: DEPARTMENT OF PUBLIC WORKS BE IT RESOLVED by the Common Council of the City of Oshkosh as follows: 1. The Common Council hereby declares its intention to exercise its pocver under Section 66.60 of the Wisconsin Statutes to levy special assessments upon property within the following described area for benefits conferred upon such property by improvement of the following named streets, said public improvement shall consist of the installation of sanitary sewer and water main as herein- after listed: � A. SANITARY SEWER AND WATER MAIN Sycamore Street from 357 feet south of W. Sth Avenue to W. 7th Avenue B. WATER MAIN W. 7th Avenue from 135 feet west of Lilac St. to Sycamore Street C. STORM SEWER W. 7th Avenue from 135 feet west of Lilac St. to Sycamore Street. Z. The total amount assessed against such district shall not exceed the total cost of the improvement and the amount assessed against any parcel shall not be greater than the benefit accruing thereto from said improvements. 3. The assessments against any parcel may he paid according to the pro- visions of Section 25-83 thru 25-89 of the Oshkosh Municipal Code. 4. The Board of Fublic Works is directed to prepare a report consisting of: (a) Final plans and specifications for said i.mprovements. (b) An estimate of the entire cost of the improvements and laterals. (c) An estimate as to each parcel of property within the assessment district of: - 14A - March_ 18, 1982 il 1�B Initial Resolution for Sanitary Sewer, Water Main 6 Storm Sewer Cont'd. (1) The assessment of benefits to be levied for each improvement. (2) The damages to be awarded for property taken or damages by each improvement. � (3) The net amount of benefits over damages or of damages over beaefits for each improvement. Upon completion of such report, the Board of Public Works is directed to file a copy thereof ia the City Clerk's office for public inspection. 5. Upon receiving the report of the Board of Puplic Works, the City Clerk is directed to give notice of a public hearing on such reports as specified in Section 66.6o(7) of the Wisconsin Statutes. The hearing sha11 be held by the Board of Public Works at the Council Chambers i,n the City Hall at a time set by the Clerk in accordance with Section 66.60(7) ef the Wisc��nsin Star_utes. 6. The Wisconsin Public Service Corporation of Oshkosh, Wisconsin, is � hereby required to install gas mains in said streets and service laterals at such intervals as the Board of Public Works shall direct, said work to be com- pleted prior to the improvement of said street, the City Clerk shall forward a certified copy of this resolution to said corporation forthwith. 7. The Board of Public Works and the proper City officials shall do all things necessary so as to complete the installation of storm sewers in said streets prior to the improvements thereof, if necessary. S.
