HomeMy WebLinkAbout31786 / 82-084 April 1, 1982 PURPOSE: INITIATED BY: �( U RESOLUTION INITIAL RESOLUTION FOR SANITARY SEWER AiVD WATER MAIN DEPARTMENT OF PUBLIC WORKS BE IT RESOLVED by the Common Council of the City of Oshkosh as follows: 1. The Common Council hereby declares its intention to exercise its poc+er under Section 66.60 of the �disconsin Statutes to levy special assessments upon property within the following described arza for benefits confzrred upon sucn praper*_y by improvement of the follo�aing named streets, said public improvement s:a1.l consist of tF.e �_.st�lla�io.^. o� sauitary �ewar a.-.d wate-t meia as he-tai.-:- after listed: A. SANITARY SEWER AND WATER MAIN West Twelfth Avenue - from South Sawyer Street to Q13.22 feet west of South Sawyer Street West Third Avenue B. SANITARY SE(TER ONLY - from 110 feet west of Ohio Street to 823 feet west of Ohio Street Jackson Street - froca Packer Avenue to 287 feet south of Packer Avenue C. WATER MAIN ONLY South Sawyer Street from West llth Avenue to West 12th Avenue West Ttoentieth Avenue from Oregon Street to Arizona Street 2. The total amount assessed against such district shall not exceed the total cost of the improvement and the amount assessed against any parcel shall not be greater than the benefit accruing thereto from said improvements. 3. The assessments against any parcel may be paid according to the pro- visions of Section 25-83 thru 25-89 of the Oshkosh Municipal Code. 4. The Board of Public Works is directed to prepare a report consisting of: (a) Final plans and specifications for said improvements. (b) An estimate of the entire cost of the improvements and laterals. (c) An estimate as to each parcel of property within the assessment district of: '.�' � ' April 1, 1982 �� 8 Initial Resolution - Sanitary Sewer and Water Main Cont'd. (1) The assessment of 6enefits to be levied for each improvement. (2) The damages to be awarded for property taken or damages by each improvement. (3) The net amount of benefits over damages or of damages over benefits for each improvement. Upon completion of such report, the Board of Public Works is directed to file a copy thereof in the City Clerk's office for public inspection. 5. Upon receiving the report of the Board of Public Works, the City Clerk is directed to give notice of a public hearing on such reports as specified in Section 66.60(7) of the Wisconsin Statutes. The hearing shall be held by the Board of Public Works at the Council Chambers in the City Ha11 at a time set by the Clerk in accordance wieh Section 66.60(7) of the Wisconsin Statutes. 6. ihe w�sconain Public Service Coryora�ion oi OsnKOSii, wisconsin, is hereby required to install gas mains in said streets and service laterals at such intervals as the Board of Public Works shall direct, said work to be com- pleted prior to the improvement of said street, the City Clerk shall forward a certified copy of this resolution to said corporation forthwith. 7. The Board of Public Works and the proper City officials shall do all things necessary so as to cocaplete the installation of storm sewers in said streets prior to the improvements thereof, if necessary. 8. The installation of said street improvements shall be accomplished according to the provisions of Section 25-3 thru 25-11 of the Oshkosh Municipal Code.
