INITIA7ED BY: DEPART11EN7 OF COMMUNITY DEVELOPuENT
WHEReAS, the Ptanning Commission has held a public hearing on the creation
of a Tax Incremental District and the proposed boundaries thereof; and
WHEREAS, the Chief Executive Oificers of Yhe Oshkosh Area School pistrict,
Winnebago County Board, and other entities having power to levy taxes on property
located within the proposed TID have been notified including the School Board of
ary school district which includes property aiithin the proposed district pursuant
to 6G. 46 (a) Wisconsin Statutes; and
WHEREI,S, the o�fners of real eroperty v:hich has been determined to be bligfited
within tfie area to be designated as a Tax increment District have been notified in
accordance with WIS STAT Chapter 66.46 (4)(c); and
NOW, THEREfORE, BE IT RESOLVED that the Cor.��mon Council of the City of Oshkosh
that Tax Incremental Financing District �4, City of Oshkosh is hereby created and
described as follows:

BE IT FURTNER R[SOLVED that the improvements concemplated in TIF ;`4, City
o` Oshkosh, will significantly enhance the value of substantially all real pro-
perty in TIF District No. tt.
8E IT FURTHER RESOLVED, that the improv2ments projected for TID �'4 are
consistent with Yhe pian objectives, are primarily desi9ned to eliminate blight,
foster rehabilitation and conservation, and �•iill promote the orderly growth of
the com�nunity.
BE IT FUE'.�H�R RESOIVED, thaC the value of equalized, taxa6le property in
Tlf District tio. 4, togeTher with ail oth2r established Tax Incremental Finance
Districts, is less than 5°U of the total value of equalized taxable property
wi[hin the City of Oshkosh.
BE IT FURTfi`cR RESOLVED, that at least 50% of the land 4rithin 71F t%4 is
blighted as defined in Wisconsin Statutes Chapter 66.435(3)-
BE IT FURTHER RESOLVED, that less than 250 of tF�e land area within TIF /(4
is vacant as defined in lJisconsin Statutes Chapter 6b.45(4)(gm).
