HomeMy WebLinkAbout31948 / 82-10June 17, 1982 j/ 10 RESOLUTION PURPOSE: INITZAL RESOLUTION FOR GRADING AND GRAVELING IMTIATED BY: DEPARTMENT OF PUBLIC WORKS BE IT RESOLVED by the Co�on Council of the City of Oshkosh as follows: 1. The Common Council hereby declares its intention to exercise its power under Section 66.60 of the Wisconsin Statutes to levy special assess- ments upon property within the following described areas for benefits con- ferred upon such property by improving the following named streets, said public imnrovements to include the following: GRADING AND GRAVELING West 'It�elfth Avenue - From 350 feet east of Mason Street to Sawyer Street 2. Sa�d public improvement shall include the grading of the above named street to the grade hereafter established by special ordinance of the City of Oshkosh. 3. Before such improvements are made, the Board of Public Works is directed to cause water and sewer service pipes to be laid in said streets from the mains to the curb line of each lot fronting on the said streets and to keep an accurate account of the expense incurred in front of each lot and report the same to the Comptroller who shall cause the amount charged to each lot to be entered on the tax roll as a special tax against said road, provided, however, that the Board of Public Works shall not cause such laterals to be so laid for any particular lot, or parcel where, in the opinion of the Board of Public Works, it would be impractical to do so. 4. The total amount assessed against such district shall not exceed the total cost of the improvements, and the amount assessed against any par- cel shall r.c: be greater than the beae:its acerued thareto from �aid improvements. 5. The assessments against any parcel may be paid according to the provisions of Section 25-83 through 25-89 of the Oshkosh Municipal Code. of: 6. The Board of Public Works.is directed to prepare a report consisting a. Final plans and specifications for said improvements. b. An estimate of the entire cost of the improvements and laterals. c. An estimate as to each parcel of property within the assessment district of: - l0A - June 17, 1982 � 10 ggSOLUTION - Grading 6 Graveling (Cont'd) (1) The assessment of benefits to be levied for each improvement. (2) The damages to be awarded for property taken or damages by each improvement. (3) The net amount of benefits over damages or of damages over benefits for each improvement. Uoon completion of such report, the 3oard of Public Works is directed to file a copy thereof in the City Clerk's Office for public inspection. 7. Upon receiving the report of the Eoard of Public Works, the City Clerk is directed to give notice of a public hearing on such reports as specified in Section 66.60(7).of the Wisconsin Statutes. The hearing shall be held by the Board of Public Works at the Council Chambers in the City Ball at a time set by the Clerk in accordance with Section 66.60(7) of the Wisconsin Statutes. - 8. The installation of said street improvements shall be accomplished according to the provisions of Section 25-3 through 25-11 of the Oshkosh Municipal Code.
