PURPOSE: ESTABLISHMENT OF DOUGLAS W. BUETTNER PROPERTY FAIR
MARKET VALUE AND PURCHASE OF SAME, ACQUIRE FIXTURES,
AND MAKE RELOCATION PAYMENTS IN THE OSHKOSH CENTRE
REDEVELOPMENT PROJEC'f AREA
INITIATED BY: CITY ADMINISTRATION
WHEREAS, the Coffiaon Council oE the City of Oshkosh has approved
the Redevelopment Plan for the Oshkosh Centre Redevelopment Project
No. 1; and
WHEREAS, the Plan Co�ission has certified the project to the
Common Council as prescribed in Wisconsin Statutes, Section 66.43(5)(d);
and
WHEREAS, two appraisals have been made on the property described
as follows:
PARCEL �F17: L.M. Millers lst addition as per Leach's
Map of 1894, North 74.3 feet of Lot 5,
Blk 16, City of Oshkosh, Winnebago County,
Wisconsin (Co�only known as 101 Ceape Ave)
WHEREAS, review appraisals have been submitted to the Coa�on
Council in accordance with Title 3 of the Uniform Relocation Assistance
and Real Property Acquisition Policies Act of 1970 and requirements of
HUD Handbook 1376.1; and
WHEREAS, the property and interest to be acquired includes land
and buildings exclusive of equipment and fixtures, both movable and im-
movable;
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City
of Oshkosh that the Co�on Council certifies that the work of the ap-
praisers and the review appraisals have been performed in a competent
manner in accordance with applicable s[ate laws, the Uniform Act, and
Department of Housing and Urban Development policies and requirements;
BE IT FURTHER RESOLVED by the Common Council of [he City of Oshkosh
that fair mazket value of the Douglas W. Buettner property loca[ed at
101 Ceape Avenue is hereby established at One Hundred and Forty-Two
Thousand Dollars ($142,000) and that the proper City officials are hereby
authorized and directed to purchase said property in Chat amount. Money
for this purpose is hereby appropriated from Account No. 331-104, Oshkosh
Dovntown Redevelopment fund.

BE IT FURTHER RESOLVED that [he proper City officials are hereby
authorized and directed to acquire i�ovable fixtures owned by Douglas
W. Buettner, in an amount not to exceed the appraised value of said fix-
tures, in an amount not to exceed Six Thousand Fovr Hundred and One
Dollars i$6,401). Money for this purpose is hereby appropriated from
Aceount No. 331-104, Oshkosh Downtown Redevelopment fund.
BE IT FURTf�R RESOLVED that the proper City officials are hereby
suthorized and directed to make relocation payments to Douglas W.
Bue[tner, upon receipt of proper vouchers as follows: replacement
business payment in an amount not to exceed Fifty Thousand Dollars
C$50,000), and a payment for moving and related expenses in an amount
not to exceed Two Thousand Five Hundred Dollars ($2,500). Money for
this purpose is hereby appropriated from Account No. 331-104, Oshkosh
