DEPARTMENT OF ADMINISTRATION
A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTIONS 2-24, 2-40,
2-41, 2-42, 2-45, 2-46, 2-63, and 2-64 TO THE OSHKOSH MUNICIPAL CODE PER-
TAINING TO department divisions.
The Co�on Council of the City of Oshkosh do ordain as follows:
SECTION 1: That Section 2-24�B)(1) oP Che Oshkosh Kunicipal Code pertaining
[o depar[ments and offices is amended to read as follows:
!a? Departments:
1. Department of Public Works
2. Department of Health 5 Welfare
3. Department of Finance
4. Fire Department
5. Police Department
6. Parks Department
7. Community Development Depar[ment
(b) Staff Offices:
1. City A[[omey's Office
2. City Clerk's Office
3. Personnel & Purchasing Office
4. Additional staff offices on a temporary basis may be
created by the City Manager provided funds are made
available in the budget.
SECTION 2: That Division 4. of Section 2 of the Osh!;osh Municipai
Code be amended to read as follows:
DIVISION 4. DEPARTTSENT OF FINANCE
SECTION 3: That Section 2-40 of the Oshkosh Municipal Code pertaining
ta the composition cf the Department of r^inance is ac�ended to read as follows:
SECTION 2-40 COMPOSITION
The Department of Finance shall consist of a Director of Finance
and the following divisions of the Department:
Accounting and Collection Division
Assessments Division

SECTION 4: That Section 2-41 of the Oshkosh Municipal Code pertaining
to the duties of the Director of Finance is amended to read as follows:
SECTION 2-41 DIRECTOR OF FINANCE
The Director of Finance shall supervise the operations and functions
of the above divisions of the Department of Finance; he shall act as
Budget Control Officer; assist the City Manager in the preparation of
the budget; perform the statutory duties of City Treasurer; and such
other duties as directed by the City Manager.
SECTION 5: That Section 2-42 of the Oshkosh Municipal Code pertaining to
the Accounting and Collections Division is amended to read as follows:
SECTZON 2-42 ACCOUNTING AND COLLECTIONS DIVISION
(A) The Accounting and Collections Division shall be managed by
the Accounting Supervisor (Deputy Finance Director). The
Accounting Supervisor (Deputy Finance Director) shall be
acting Director of Finance and be responsible for the
statutory duties of City Treasurer while the Director of Finance
is absent or incapacitated.
SECTION 6: That Section 2-45 - PURCHASING DIVISION of the Oshkosh
Municipal Code is hereby repealed.
SECTION 7: That Section 2-46 of the Oshkosh Municipal Code pertaining
[o Assessment Division, is hereby amended to read as follows:
SECTION 2-46 ASSESSMENT DIVISION
The Assessment Division shall be managed by the City Assessor who shall
be under the direction and supervision of the Director of Finance. This
Division shall perform the duty ofmaintaining current assessments on all
property within the City, in accordance with State Statutes, and such
other duties as directed by the Director of Finance. In the Assessor's
absence, the Assistant Assessor shall manage this Division.
SECTION 8: That Section 2-63 of the Oshkosh Municipal Code pertaining to
the Personnel staff office, is amended to read as follows:
SECTION 2-63 PERSONNEL AND PURCHASING
The Personnel and Purchasing Office shall be responsible for administering
Article X of Chapter 2 of the Revised Municipal Code of the City,for admin-
istering the Purchasing Division,and such other duties as the City Manager
may prescribe.

SECTION 9: That Section 2-64 of the Oshkosh Municipal Code is
hereby created to read as follows:
SECTION 2-64 � PURCHASING DIVISION
The Purchasing Division shall be managed by a Purchasing Agent who
shall be under the direction and supervision of the DirecCOr of Per-
sonnel and Purchasing. The Divisian shall perform the foll.owing
dutiea and such other duties as directed by the Director of
Personnel and Purchasing
(A) Administering City insurance programs
(B) Maintaining perpetuai inventory
(C) Securing certificates of title for all City-owned vehicles
(D) Act as Purchasing Agent for the Board of Pub2ic Works
(E) Make all other purchases for the City of Oshkosh
(F) Disposal oi surpius and obsolete equipment.
(G) Provide central services: printing, microfilming,
central mailing, steno pool, central stores, etc.
SECTION 10: This ordinance shall be in full force and effect from and
after its passage and date of publication.
