PURPOSE: APPROVE GRANTING EASEMENT TO NORTHERN TELECOM &
DATA IN WILLIAM STEIGER PARK AND CARL E. STEIGER
PARK

PLAN COMMISSION RECOMMENDATION: Approved
BE IT RESOLVED by the Common Council of the City of Oshkosh that the
proper City officials are hereby authorized and directed to grant Northern Telecom &
Data, easements to provide service in William Steiger Park on the south side of the Fox
River and Carl E. Steiger Park on the north side of the Fox River, per the attached, and
the proper City officials are hereby authorized and directed to execute any and all
documents necessary for purposes of same.

BACKGROUND
The subject City-owned parcels are located northwest of the Wisconsin/Ohio Street bridge,
directly across the Fox River from each other. The subject parcel at 200 N. Campbell Road
consists of the Oshkosh Seniors Center as well as William A. Steiger Park. The subject
parcel at 19 Wisconsin Street is home to Carl E. Steiger Park. Northern Telecom & Data is
requesting easements from the City of Oshkosh that will run through the City-owned parks at
these locations. The purpose of the easements is to gain access to the City—owned river
crossing conduit to provide service to parcels south of the Fox River.
ANALYSIS
The easement on the property located at 200 N. Campbell Road is a 10' wide easement
starting along Ohio Street and running northwest along the west property line turning east
near its end at the City's conduit access on the south side of the Fox River. The easement
on the property located at 19 Wisconsin Street is a 10' wide easement starting along
Wisconsin Street running west 120' to the city's conduit access on the north side of the Fox
River. Both of these easements are necessary for Northern Telecom & Data to provide
needed service to parcels south of the river and any disturbance caused by excavation will be
restored to its original state. The Department of Public Works has reviewed the proposed
easements and determined that they will not conflict with city utilities and will coordinate with
Northern Telecom & Data to have appropriate easement documents signed and recorded at
the Winnebago County Register of Deeds.
FISCAL IMPACT
None anticipated.
RECOMMENDATION
The Plan Commission approved of the request at its July 21, 2015 meeting.

GENERAL INFORMATION

Actions Requested:
Northern Telecom & Data is requesting granting of easements at the following City-owned
properties:
A. 200 N. Campbell Road
B. 19 Wisconsin Street

Property Location and Background Information:
The subject City-owned parcels are located northwest of the Wisconsin/Ohio Street bridge,
directly across the Fox River from each other. The subject parcel at 200 N. Campbell Road

"Easement A" is a 10' wide easement starting along Ohio Street and running northwest along the
west property line, turning east near its end at the City's conduit access on the south side of the
Fox River.
"Easement B" is a 10' wide easement starting along Wisconsin Street running west 120' to the
city's conduit access on the north side of the Fox River.
Both of these easements are necessary so that Northern Telecom& Data may provide needed
service to parcels south of the Fox River. Any disturbance caused by excavation will be restored
to its original state.
The Department of Public Works reviewed the proposed easements and reported that the
easements will not conflict with city utilities. The Department of Public Works will coordinate
with Northern Telecom & Data to have appropriate easement documents signed and recorded at
the Winnebago County Register of Deeds.
RECOMMENDATIONS/CONDITIONS
Staff recommends approval of the granting of the proposed easements as requested.
The Plan Commission approved of granting of the proposed easements as requested. The
following is the Plan Commission's discussion on this item.
Mr. Slusarek presented the item and reviewed the site and surrounding area as well as the land use
and zoning classifications in this area. He reviewed the site plan depicting the proposed easements
and explained the purpose of the easement requests.
There was no discussion on this item.
Motion by Vajgrt to approve granting easements at 19 Wisconsin Street& 200 N
Campbell Road.
Seconded by Gray. Motion carried 8-0.

Northern Telecom & Data (NTD) is requesting an easement to gain access to the City Owned river
crossing conduit to provide service to parcels south of the Fox River.
The Parcel numbers are 90103660100 and 90608010000 owned by The City of Oshkosh Senior
Center and The City of Oshkosh respectively. The properties are located South and North of the Fox
River near the Wisconsin Street Bridge.
