HomeMy WebLinkAbout07. 15-355 JULY 28, 2015 15-355 RESOLUTION (CARRIED___7-0_____LOST________LAID OVER________WITHDRAWN________) PURPOSE: APPROVE SPOT BLIGHT DESIGNATION; AUTHORIZE REDEVELOPMENT AUTHORITY TO ACQUIRE 1208 OSHKOSH AVENUE INITIATED BY: COMMUNITY DEVELOPMENT REDEVELOPMENT AUTHORITY RECOMMENDATION: Approved WHEREAS, the Redevelopment Authority of the City of Oshkosh was created to assist in the elimination and prevention of blight and blighting influences and to promote urban renewal; and WHERES, per Section 66.1333, Wisconsin Statutes, the Redevelopment Authority may spot blight and acquire blighted property without designating a boundary or adopting a redevelopment plan; and WHEREAS, Terry Behm, has offered the property at 1208 Oshkosh Avenue to the Redevelopment Authority and said property is not within a designated redevelopment area; and WHEREAS, the Redevelopment Authority conducted a public hearing and approved a determination that the property at 1208 Oshkosh Avenue is blighted and in need of rehabilitation and blight elimination. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the property at 1208 Oshkosh Avenue is hereby declared blighted pursuant to the provisions of Section 66.1333, Wisconsin Statutes. BE IT FURTHER RESOLVED by the Common Council that a comprehensive redevelopment plan is not necessary to determine the need for acquisition and redevelopment of said property. BE IT FURTHER RESOLVED that the proper Redevelopment Authority officials are authorized and directed to acquire said property and execute any and all documents necessary to consummate this transaction. OJHKOfH ON THE WATER TO: Honorable Mayor and Members of the Common Council FROM: Allen Davis, Community Development Director DATE: July 21, 2015 RE: Approve Spot Blight Designation; Authorize Redevelopment Authority to Acquire Property at 1208 Oshkosh Avenue BACKGROUND/ANALYSIS The owner of the property at 1208 Oshkosh Avenue approached the RDA/City regarding possible purchase of the property. The owner currently operates a restaurant sales/ repair business that is closing by the end of the month. The proposed purchase price is $49,000. The assessed value of the property is $72,800. Since the owner approached the RDA/City, there would be no relocation costs, nor requirement for appraisals. The owner's offer appears to be a good offer for the City. In November 2014 the RDA and Council approved the spot blight and acquisition of the property next door at 1212 Oshkosh Avenue with the intent to redesign the intersection of Oshkosh Avenue and Sawyer Street. The attached map identifies a likely layout and design for the intersection redesign and the property at 1208 Oshkosh Avenue would be a key property for this redesign scenario. The plan would be to demolish the structure and assemble other parcels for redevelopment of the block and/or redesign of the Oshkosh Avenue/Sawyer Street intersection in the future. FISCAL IMPACT There will be costs associated with acquisition and demolition related activities. Funds for these expenditures will be from the scattered site acquisition allocation in the 2015 Capital Improvement Program. RECOMMENDATION The RDA recommends approval of the Resolution.
