Building now stands. IACATION: City of Oshkosh, Winnebago County, Wisconsin ESTIMATEII COST OF 'PfiE PRWECT: $1,755,600 It has been deterrnined that such request for release of funds will not constitute an action significantly affecting the quality of the h�aran enviroruaent and accordingly, the above-named City has decided not to prepare an Environmental Impact Statement under the National E7ivironmental Policy Act of 1969 <PL 91-190). The reasons for such decision not to prepaY�e such stater.�ent are as :ollows: * The projecC involves rehabilitation of the Beach Building in the Oshkosh Midtowne Business District. The project is the a�propriate and best use for the area. * The project will pm�te economic development, increase investrn�nt in the Midtowne Business District, job opmrtunities and re�ore public and private facilities for the residents of Oshkosh. •• ihe project has citizen support- *� The project will make no significant contributions to air, water or noise gollution. -' The project will not affect any utilities or services. �= No unusual, unique or ram flora or fauna will be affected. * No significant irreversible or irretreivable comni.trnent of resoLU�ces are involved. � The proposed project conforms with local and regional cor.i?rehensive plans . * The proposed project does not have any significant adverse effect on any other environmental or social factors. - 2 - �a� •• Most of the adverse impacts dY'E mini.n,al in scope, such as rehabil- itation cronstruction noise and dust are temporary, occ�mring during construction only, and can be m;,,;ro;zed by proper planning. * The proposed project is a major rehabilitation effort preserving the historically/azrhitectimally significant Beach Building in the CiTy of Oshkosh. All rehabilitation components to be undertaken will be in accordance with the Secretary of the Interior's Standards for Historic Preservation. It appears that Fox Valley Technical Institute which was built in 1926 as an addition to the Beach Bui.lding, which was built in 1911, is of an historical significance in that it represents an important point in the development of the local school system. This project wi11 result in the demolition of the F.V.T.I. Bvi.lding ±o �+eate parlc:ng and la^.dscaped a.^eas on the L3n3 where the building now stands. The alternative of "no action" was considered but due to the building's economic obsolescence, it was concluded that 11no action" would lead to neglect of the property and fi.u�ther deterioration which by hi.storic criterion would be an adverse effect. Therefore, the City has pxv- ceeded with the appropriate steps to comply with the requirnments of Section 106 of the National Historic Preservation Act and Section 110 of the HCIIA of 1980. An F�virorunental Review Record respecting the within project has been made by the above-named City which docianents the environmental review of the project and m�re fully sets forth the reasons why such statement is not required. This Envirorunental Review Record is on file at the above address and is avail- able for public exam;nation and copying, upon request, at the office of the City Planning and Research Departrnent, City Hall, Oshkosh, Wisconsin, between the hours of 8:00 a.m. - 12:00 Noon and 1:00 - 4:30 P.M. The Environmental Review Record is c�nplete except for the procedures under 36 CFG Part 801 which are presently under way. These procediu^es will be com- pleted before request for release of federal funds. All interested agencies, persons and groups disagreeing with the decision are invited to submit written con¢nents for consideration by the City, to the City Manager's Office, City Ha11, Oshkosh, Wiscens�n, oz or �erorG Jaa�ary 3�, 1°83. All such comnents so received will be considered and the City will not request the release of federal funds or take any a�ninistrative action on the within project prior to the date specified in the preceding sentence.
