Under the new statutory provisians (Notice 81-13, Issued October 14, 1981) HUD has not established detailed standards far the cantent of the final stat�ent of ccmnn,r,;ty development objectives, and the October 4, 1982 Ru1es and Regulations are still pending; and WHEREAS, �mder the t�porary regulatians the requised final statenent may be as broad or as specific as the City of OshkDSh desises, provided that process meets the required citiz� participatian requiranents and ensises each activity to be carried out with CDBG entitl�ent fimds is eligible and benefits low- and moderate-incame families or aids in the pre- v�tion or elir.lination of slims or blight or meets other c�mn,.,; ty develo�ent needs having a particular urgency because existing conditions pose a serious and iumediate threat to the health or welfare of the coamimity; and Wf�RE'AS, the City of Oshlwsh has held several public hearings to discuss the caimimity development perfora�nce of the City of Oshkosh and meetings were held by the Citiz�s Advisory Comnittee to obtain the vi.ews of citizens on caaimmity development and housing needs for o� caarnmity; NCSd, TF.EREFI�RE, BE TT P.ESOLV� by the C�,or. Co•.�cil cf the City of Oshkosh that the 1983 STATEM.ENl.' OF CON�"10NITY DEVEIAPMENT OB.IEGTIVES AND PRQJEGTED USE OF FUNDS is hereby adopted.
