HomeMy WebLinkAbout32284 / 83-07February 17, 1�33 # 7 ��ESOLUTION (CARRIED LOST LAID OVER WITHDRAWN ) PURPOSE: INITIAL RESOLUTION - 1983 PAVIN� PROGRAM - ASPHALT CONCRETE PAVING INITIATED BY: DEPARTMENT OF PUBLIC WORKS BE IT RESOLVED by the Common Council of the City of Oshkosh as follows: l. The Common Council hereby declares its intention to exercise its power under Section 66.60 of the Wisconsin Statutes to levy special assessments upon property within the following described areas for benefits conferred upon such property by improving the following named streets, said public improvement to include the following: Asphaltic Concrete Pavi A. New curb b gutter with asphaltic concrete paving Elmwood l. Congress Avenue - Algoma Boulevard to ��bc��# Street 8 x x ���ga�e�s xAnaero� � ac-x �z �acaa�x � �x��� �ox ��a��� �tb[��� 3. West llth Avenue - Ohio Street to Michigan Street 4. Rosalia Street - Washington Avenue to Ceape Avenue B. Asphaltic concrete Overlay l. West 17th Avenue - Oregon Street to Ohio Street 2. West llth Avenue - Ohio Street to Knapp Street 3. Congress Avenue - Elmwood Street to Walnut Street 4. Congress Avenue - Wisconsin Street to Jackson Street 2. Said improvements shall consist of asphalt paving as described above and appurtenant work with concrete curb and gutter on both sides of the street at a grade heretofore established by special ordinance of the City of Oshkosh. 3. Before such improvements are made, the Board of Public Works is directed to cause water and sewer service pipes to be laid in said streets from the mains to the curb line of each lot fronting on the said streets and to keep an accurate account of the expense incurred in front of each lot and report the same to the Comptroller who shall cause the amount charged to each lot to be entered on the tax roll as a special tax against said road, provided, however, that the Board of Public Works shall not cause such laterals to be so laid for any particular lot, or parcel where, in ttie opinion of the Board of Public Works, it would be impractical to do so. 4. The total amount assessed against such district shall not exceed the total cost of the improvements and the amount assessed against any parcel shall not be greater than the benefits accrued thereto from said improvements. SUB;dITTED BY APYRO's'�� -8- February 17, 1983 # � RESOLUTION - 1983 Paving - Cont'd. 5• The assessments against any parcel may be paid according to the provisions of Section 25-$3 thru 25-89 of the Oshkosh Municipal Code. 6. The Board of Public Works is directed to prepare a report consisting of: (a) Final plans and specifications for said improvements. (b) An estimate of the entire cost of the improvements and laterals. (c) An estimate as to each parcel of property within the assessment district of: (1) The assessment of benefits to be levied for each improvement. (2) The damages to be awarded for property taken or damages by each improvement. �3) The net amount of benefits over damages or of damages over benefits for each improvement. Upon completion of such report, the Board of Public Works is directed to file a copy thereof in the City Clerk's Office for public inspection. 7. Upon receiving the report of the Bqard of Public Works, the City Clerk is directed to give notice of a pu6lic hearing on such reports as specified in Section 66.60(7) of the Wisconsin Statutes. The hearing shall be held by the Board of Public Works at the Council Chambers in the City Hall at a time set by the Clerk in accordance with Section 66.60(7) of the Wisconsin Statutes. 8. The installation of said street improvements shall be accomplished according to the provisions of Section 25-3 thru 25-11 of the Oshkosh Municipal Code. AMENDMENT: Incorporate the necessary changes.
