N12 RESOLUTION
(CARRIED LOST LAID OVER WITHDRAWN )
PURPOSE: CONCERN FOR WISCONSIN'S ECONOMIC ENVIRONMENT
INITIATED BY: COUNCILPERSONS TEICHMILLER AND HULSEBOSCH
WHEREAS, Mr. Darwin Smith, Chairman of Kimberly-Clark Corporation,
recently expressed legitimate concerns about the future of business in
Wisconsin, and
WHEREAS, the Governor proposes to deal with this deficit by reducing
the level of increased expenditures by 50Q million dollars and by increasing
taxes by 1 billion dollars, and
WHEREAS, Wisconsin is already far above the national average in the
rates at which it taxes its citizens, and
WNEREAS, unless this trend is reversed, the ability to attract ne.� job-
creating businesses, as weli as to maintain present business and jobs witl con-
tinue to deteriorate, and
WHEREAS, the matter of keeping jobs and companies in Wisconsin is of
paramount concern to all communities and is not a partisan political issue,
NOW, THEREFORE, BE IT RESOLVED by the Common Cou�cil of the City of
Oshkosh that the Governor and Legislators be respectfully requested to take
into consideration the position expressed by Mr. Smith when establishine thz
State budget and tax structure with a view toward improving the economic en-
vironment of the State of Wisconsin.
BE IT FURTHER RESOLVED, that the City Manager send copies of this resoiu-
tion to Governor Earl, Senators Ellis and McCallum, and Representatives 3radley
and Buettner.

CONCERN FOR WISCONSIN'S ECONOMIC ENVIRONMENT
COUNCILPERSONS TEICHMILLER AND HULSEBOSCH
WHEREAS, Mr. Darwin Smith, Chairman of Kimberly-Clark Corporation,
recently expressed legitimate concerns about the future of business in Wis-
consin, and
WHEREAS, Governor Anthony Earl foresees a 1.5 billion dollar deficit at
the state level of government over the next biennium, and
WHEREAS, the Governor proposes to deal with this deficit by reducing the
level of increased expenditures by 500 million dollars and by increasing taxes
by 1 billion dollars, and
WHEREAS, Wisconsin is already far above the national average in the rates
at which it taxes its citizens, and
WHEREAS, unless this trend is reversed, the ability to attract new job-
creating businesses, as welt as to maintain present business and jobs will
continue to deteriorate,
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the City Manager send copies of this resolution to Governor
Earl, Senators Ellis and McCallum, and Representatives Bradley and Buettner,
and
BE IT FURTHER RESOLVED, that the Governor and Legislators be respectfully
requested to reconsider the State budget and tax structure with a view toward
reducing both trend of tax and spending increases thereby improving the economic
environme rt of the State of Wisconsin.
