WHEREAS, the Plan Commission has held a public hearing on the creation
of a Tax Incremental District and the proposed boundaries thereof; and
WHEREAS, the Chief Executive Officers of the Oshkosh Area School District,
Winnebago County Board, and other entities having power to levy taxes on property
located within the proposed TID have been notified including the School Board of
any school district which includes property within the proposed district pursuant
to 66.46(4)(e), Wisconsin Statutes; and
WHEREAS, the owners of real property which has been determined to be
blighted within the area to be designated as a Tax Increment District have
been notified in accordance with WIS STAT Chapter 66.46(4)(c); and
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh, that Tax Incremental Financing District IIS, City of Oshkosh, is hereby
created and described as follows:
TID /i5 - ALGOMA/CHURCH REDEVELOPMENT AREA
That part of Lots 12, 13, 15, 17 and 23 of Block "G", Leach's Map
of 1894, Seventh Ward, City of Oshkosh, Winnebago County, Wisconsin,
described as follows:
Beginning at the most southerly corner of said Lot 17, thence N.
36°45' W. along the northerly line of Algoma Boulevard to the westerly
line of Lot 15, thence northeasterly along the westerly lines of Lots
15 and 12 to the southerly line of Church Avenue, thence southea�terly
along the southerly line of Church Avenue to the easterly line of Lot
15, thence southwesterly along the east�-ly line of Lot 15 to the southerly
line of Lot 19 in Block G, Leach's Map, thence easterly along the souther-
ly line of said Lot 19 to the westerly line of Lot 13, thence S. 49°28'
W. 15.53 feet to a point on a concrete curb located.60 feet southeasterly
from a corner of said curb, thence S. 40°42' E. 55.59 feet along said curb
line, parallel to the southwesterly line of said Lot 13, thence 5. 26°OS'
E. 9.67 feet to a point on said southwesterly line of Lot 13, thence S.
40°25' E. 5.62 feet along said southwesterly line of Lot 13 to the pro-
jected northwesterly line of the Recreation Gymnasium, thence S. 49°18' W.
along said northwesterly line 88.28 feet to a projection on said building,
thence N. 40°42' W. 4.98 feet along wall of said projection, thence S.
49°18' W. 10.3 feet along wall of said projection, thence S. 40°42' E.
4.99 feet along wall of said projection, thence S. 49°18' W. 16.47 feet
along gymnasium wall, thence S. 40°42' E. 12.95 feet into said building,
thence S. 49°31' W. 1.2 feet to the exterior of said building, thence
continuing S. 49°31' W. 203.0 feet to the point of beginning.

BE IT FURTHER RESOLVED that the improvements contemplated in TIF /�5,
City of Oshkosh, will significantly enhance the value of substantially all
real property in TIF District No. 5.
BE IT FURTHER RESOLVED, that the improvements projected for TIF /i5
are consistent with the plan objectives, are primarily designed to eliminate
blight, foster rehabilitation and conservation, and will promote the orderly
growth of the community.
BE IT FURTHER RESOLVED, that the value of equalized, taxable property
in TIF District No. 5, together with all other established Tax Incremental
Finance Districts, is less than 5% of the total value of equalized taxable property
within the City of Oshkosh.
BE IT FURTHER RESOLVED, that at least 50% of the land within TIF /15
is blighted as defined in Wisconsin Statutes Chapter 66.435(3).
BE IT FURTHER RESOL�ED, that less than 25% of the land area within TIF ��5
is vacant as defined in Wisconsin Statutes Chapter 66.46(4)(gm).
