HomeMy WebLinkAbout32585 / 83-06September 15, 1983 (CARRIED PURPOSE: INITIATED BY: LOST LAID OVER COMPUTER AGREEMENT CITY ADMINISTRATION lf 6 RESOLUTION WITHDRAWN ) WHEREAS, the Common Council of the City of Oshkosh and the Commissioners of the School District met in a workshop meeting on September 1, 1983, to receive a report on the computer process for the City - School District Consortium, and WHEREAS, as a result of that meeting and recommendations made by the Consortium Computer Committee, together with the follow-up data supplied to the Oshkosh City Council, and WHEREAS,.it appears that the most economical and efficient way for the City of Oshkosh to provide for its computer needs is to follow the recommenda- tions of the Consortium Computer Committee, NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the recommendations of this Committee are hereby adopted and that the proper City officials are hereby authorized to enter into the proper agree- ments for purposes of implementing the aforementioned recommendations. BE IT FURTHER RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized and directed to transfer the sum of $8490, from Account No. 310-550, General Fund Equity, to: Account No. 006-540 - Elections, Machine Rental $ 200.00 Account No. 007-540 - Finance, Machine Rental 6,190.00 Account No. 007-533 - Finance, Conference & Training 2,100.00 $8,490.00 for the purpose of completing this year�s computerization and preparing for the implementation of the recommendations of the Consorti�an Computer Committee. Nokes, Director of Finance G�'� DATE: September 12, 1983 SUBJECT: Consortium Computer Committee The computer committee has met a number of times over the last severai months to evaluate information submitted by various computer companies in regard to comouter service for the Board of Education and the City of Oshkosh. I am attaching a worksheet showing the cost of equ9pment and maintenance for our four basic options: a service bureau for the City alone; qoing alone with our own new equipment; staying as a consortium with a three year extension on our current equipment; and staying as a consortium with new equipment. Also attached are details of total costs involved assuming several of these options and a breakdowo of conversion costs. The first alternative of a service bureau appears to be a costly metfiod of serYing our needs. Any time we decide to add an application we will increase our monthly payment. In addition, I believe auxiliary functions such as word processing attd interacting with microcomputers would be ]imited. The option of going alone with our own equipment aiso seems to be an expensive option. The cost of this option would include additionat staff, converting an area of our huilding, and lost rent revenue from this area. Jointly extending our contract with Univac for three years reduces our current costs considerably. Tf�is option leaves us with oider equipment which historically has not 6een compatible with many software packages available. This option also means that at the end of the three year extension, we will still not owr� any equipment and wi77 have to continue a higher monthly payme�t. Our fourth option is the one recommended by the computer committee. The corrmittee recommends staying as a consortium �aith ne�,v N��,�rlett Packard equioment. Tnis optior� would give us an up-to-date computer with morz Tlexibility. At the end oT the three year period, we will have more than recovered our conversion costs and the equipment will be ours. We will then only have to continue to pay maintenance costs. I join the other members of the Committee in recommending continuing the consortium.with new Hewlett Packard equipment.
