BE TT RESC)LUID by the Coinron Council of the City of Oshkosh, that
the proper City officials are hereby authorized and directed to enter into
the attached agreement with the Oshkosh Lao/f�nong Association tc� provide
funding in an am�tmt not to exceed $22,000 for the period of Jtme 1, 1984
tn June 1, 1985.

The Oshkosh Iao/Ihmng Association Inc. and the City of Oshkosh, agree as
follaas:
1. The City Shall:
A. Provide funding of $22,000 to the Oshkosh Iao/I-hmng Association
for the purpose o£ personnel and office expenses for the 12-month
period betw�n Jtme 1, 1984 and June 1, 1985.
(1) Funding for the period June 1, 1984 tn June 1, 1985
shall be paid with the 1984-85 allocation of
C�mun.ity Develo�cnnt Block Grant funds. Should
said Cat¢?iunity Develop�rent Block Grant ftuids not
be received by the City of Oshkosh or should the
Federal riousing a�iu i;ri�an I�velogr2:.� Dep�nt
determine this activity or the sub-recipient to
be ineligible for i-�mding, this agreement shall
be null and wid.
(2) Funds to be released itnnthly, in advance, upon
receipt o£ pmper invoice.
B. Provide a general consulting service and assistance in writing
and seeking grants to the Oshkosh Iao/I3�rong Association via t) e
cooperation of various City of Oshkosh staff manl�ers.
C. Seek to encourage other agencies and pri.vate organizations to
donate and/or �ordinate their respective services with the
Oshkosh Lao/I�ung Association's Mutual Assistance Center.
2. 'i'he Oshkosh Iao/Iinnng Association Inc, st,all provi.de the followinq:
A. Fhy�loyn�nt Sexvices
Methods: Staff will host a minim�un of two �etings
per ironth with local e�oloyers and Job
Service representatives selected by the
B�ard of Directors and the Volunteer
Association to identify possible job oppor-
tunities, the trost needed job skills in our
area and seek advice on the availability or
developimnt o£ training programs. A written
progress report will be develo}�ed by the
Director as a result of each of these
sessions that describes the information
received.
Staff �-i11 arrange to bring in speal:ers/
trainers (UW-0sh)coslz, Fox Vall.ey Tech. ,
Job Seivice) to talk to or teach 10-20
refuc�ees who are actively seeking �nuloyment,
�ut needed er.�loymerit skills. A miniimun
oL six (6) sessions will k� schecluled in 1989.

The Director and the Association will execute
a Purchase of Service Agreanent (upon £tniding
approval iran a Foundation) with Job Service-
WDOP, to hire a Southeast Asian refugee assis-
tant who will seek to find 24 jobs for the
Iao/ilnnng individuals within a one year period.
The Disector will be required tn prepare
an annual report for the Board of Directors
identifying attendance levels, topics
covered and a siattnaty of individual evalua-
tion sheets to be conq�leted by those in
attendance. The Director will also re�rd
the actual ntmiber of people who were able
to find e�loyme;;� as a result of these meetings
or. who enrolled in trainincr programs.
Job Coaching: Staff will work closely with Job Sesvice and
Fbx Valley Tech., to prC'jJdTe those 10-20
individuals, who were identified in our
Needs Assessapnt Survey as actively seeking
e�loyment, for job intexviews, e}q�ectations
at the wnrk place and assist irxlividuals
in adapting to their c�rk environn�nt.
Objective: Zb increase the employr,ient level of the
target pooulation by identifying local job
opportunities, job skill recruire�nts, and
tsaining opportunities. An atte�*ipt wi11 be
made to find jobs for 10-20 people and
enoo�age a minimiun of 10-20 people tn enroll in
training progsams.
B. Educational The Director of the Oshkosh Lao/Ihmng
Association will work with members of the
Oshkosh Fox Valley Tech. Institute to schedule,
at flexible and convenient ti�res, additional
instructional hours for Bhglish classes during
the 1984 to 'QPE prccram years te teach, at
a minim�, 10-20 Fhrang and Iaotian p�ple to
learn, speak and write ]a3sic English which
will be �asured by each participant b2ing able
to successfully enroll and oony�lete at least
three se�resters o£ English.
C. Horre Dlanageimsit The Director of the Oshkosh Lao/H�rong
Association will arrange for speakers
(SVisconsin Public Service representative,
- Contnercial Bank o£ficer, Oshkosh Public Health
Nurses and local tax advisors), to co� to
the Plutual Assistance Center to speak to the
refugees on the subjects of: utility usage,
money management, nutsition, food preparation,
and tax filing, at least three (3) ti�s
during the 1984 program year (June lst to June lst)

D. Co�nity Relations The Oshkosh Iao/iffrong Association and
its Director will organize a Speaker's Bui�au
(of 4 to 6 people) to inform the Oshkosh
oomnunity about the refugees. The sQeakers
will talk to one gro� (church or civic) per
ironth, at a minim�mm, during the balance of
the 1984-85 program year.
E. Housing Assistance The staff and an Oshkosh Housing Authority
representative, will assist 30 clients in enmur-
aging landlords to u�7rade substarulard
rental housing. Letters will be sent to
landlords to inform th�n of the Mutual
Assistance Center sexvices. Ewezy two (2)
ironths, the staff will �ntact landlords to
ensure good relations. The Director will
re1-nrt the r.�.^nber and t��s of �mpnts
received during these conversations to the
Board of Directors.
F. Transportation
blethod: The Director, with the aid of volunteers and
the O�:`ilcosh Transit Director, will arrange
for transoortation for 30 clients who lack
transportation mc�ans in cases of esrergency
and for clients who would like tr� attend
social gatherings and educational �rkshops.
Volunteers will also teach these 30 clients
how to use the public transportation systeems.
At the end of the program year, the Director
will survey these identified clients tA deter-
mine theis levels of satisfaction.
Objective: 7b increase the use of the Oshkosh Transporta-
tion Sj�stem (dPS) by 30 ns�snl�ers of the Iao/
Ihrong comnuiity.
G. Maintenance of Conrnunity C,enter
N�thod: The I.�o/Ihronq Association and its Director
will seek additional fundinq on a continuing
basis £rom private foundations, corporations,
governmental agencies, and civic organizations,
tr� maintain the general operation and admin-
istration of its blutual Assistance Center,
which serves as the hub and focal p�int for all
future self-sufficiency pirograms. While tlie
� Center may be viewed as just an office, it is
really the activities generated there and
radiated irom there that fonn the heai-t of
the Center. The success of the Co�minity Center
�aill be based upon the results of a survey to
1� conducted by the Oshlcosh Planning Departlnent,
thirty (30) days prior to the end o£ the program
year of "the level of satisfaction" of the
originally identified target population.

Objective: Deliver m�re resources to the client: to
be �asured before and after sesvices
beyin or oonmence.
H. Translation Services The Airector will coordinate parent/teacher
meetings with interpreter, twice a year in
schools attended by 50 Iao/Ifinng children.
A report on these activities will be made
to the �ard of Directors.
4'he Airector of the Oshkosh Lao/Hnnng
Association will resporxl to requests for
translation assista�oe when no other
bi-lingtx�l friends or relatives are available.
This should not exceecl six (6) requests per
ironth on an ac�rage. Sta£f will develop a
list of names and nhone n�aril�ers of bi-linqual
persons who will be willing to vo'-unteer their
time on occasion to translate and a record
will be kept on the interpretation and
translation services provideil during the
1984 program year.
I. Volunteer Recruitsrent The Director will develop a wlunteer
program whereby corcm�inity residents will be
enmuraged to contribute their time (500 hours)
in assisting the Mutual Assistance Center.
A recruitinent drive will occur three (3) tir _s
a year and the Director will contact civic
groups, universitites of Wisconsin, churches,
and the Fox Valley Technical S:hool.
J. Interagency Cooperation The Director will establish a coopexative
agreem�sit with Refugee, Migration and fiispanic
Services of the Diocese of Green Bay and
Oshkosh Job Service-WEOP.

The long-term objective regardi.ng the Lao/Hmong c�anunity at large, is to enable
the Lao/Fhmng families and iuxlividuals to becotre independent citizens in the
United States and to help refugees integrate successfully into the Oshkosh
mmrnuzi.ty.
3. Quarterly rbnitoring Requirer�nts;
Evexy four (4) ironths, an assessn�ent will be made intesnally by the
Oshkosh Iao/i�cung Association Inc., determining if the Mutual
Assistance Center is aco�g�lishing its objectives. A co��arison
will be made between the Mutual Assistance Center's achiev�nents
and its proposed objectives as stateci in this agreement. A staten�nt
of evaluation will be sent to the City of Oshlcosh w'_thin thirty (30)
days iollaving the ca�Qletion of a quarter (Sept�r, Jant�iy, Nay;
lst quarter: June - Septen�r; 2rx1 quartex; pcto}�er 1- January 31;
3rd quarter: Febru�.y 1- I�"ay 31) , outli ni nc� how the projectE�cl
program achievements co�are to actual achievFSnents (i.e., rnmiber
of people served).
4. Fir�ncial Reporting:
�ery sixty (60) days the Director of the Mutual Assistance Center
will provide the Board of Directors and the City of Oshkosh with
a cunent financial state�rent or report. The Oshkosh Iao/Ifinng
Association will also provide the City with a oopy of the annual
audited fu�ancial statenr�it.
5. Insurance: Fin�icial Responsibiliti�s:
A. The Oshkosh Lao/F�rong pssoci�tion 7nc. agrees to and does hereby
hold the City lk-izriless and does hereby indezmii.fy the City against
any claims or d�c�nds of any person arising by reason o£ the
Oshkosh Lao/Hcrong Association Inc.'s ope.ration of the Mutual
Fvssistance Center or any of said senrices to be offered.
B. The Oshkosh Lao/Ihie�ng Association shall cariy the re�uested
worlamn's ��ensation insurance, propesty dam�ge insurance,
bodily injury liability insurance, and maintain the appropriate
e�loyee benefit pro�rams required by law.

C. The Qshkosh Zao/Hnnng Association shall require that any
clain� arriving fmm said aiesations shall be haniled by the
Or�hlcosh Iao/i�ung Association Inc. or its insurance carrier
and said parties sl�ll defesnd the City in any litigation
arisimJ fsan such clains, and PaY ar�' ]udc,t�nts obtained in
any such litigation.
