ROTARY GLUB OF OSHKOSH - SOUTHWEST

As P.mbassadors for Oshkosh, we would lil:e a smooth £our days for our
guests from 14 countries and the United States visiting our city for the
International Tug of 41ar. 6'e have had numerous meetings to achieve this
goal, but we now come to the Gity Council for an important piece of the
puz�le, the beer license.
The Oshkosh Southwest Rotary, on behalf of its clv5, and in conjunction
with the Earlybird Kiwanis, h'oon F:iwanis, i�]innebago County Association of
Retarded Citi2ens, Oshkosh Jaycees, Midmorning Kiwanis, and the Lake=hore
Li-or.s wish to apnly for 2 beer license. The License would be for September
27, 23, 29� and 30 for Mer.ominee Psrk, and included in the plans for the
international Tug of Svar event. This is the first time that this number
of =_ercice clubs have unified their efforts, and with this unity better control
of b�er is assuzed.
These clubs h2ve exclusive sales of beer, and the number ot distribution
sreas will be tightly controlled. The entire area the event will occupy
�.�i11 be fenced in and admission charged. Because of this we will have
ea=_ier crowd control. This method will avoid the hit and run tactic some-
tir..c-s employed by minors to obtain beer. To further avcid the problem we
�vill stamp with a hand stamp all individuals who are beer-drinking age. Se-
curit� c.ill be amintained through the use of off-duty policemen and service
club raanpocrer. Toro golf carts are to be used to patrol the perimeter of the
fenced area, and the grandstand areas wi11 also be patrolled on foot.
Sir.ce this is a one-time only event, th� indulgence of. the Council is being
reluested to allo�a the tvhole area to qualify as a beer garden. Our security
is tidl�t, and consumption of beer closely monitored because of the hand
st�mp, the feucing, and the admission cost dissuading the nuisance offenders.
Tn addition, �.-e feel tliat the intent of the beer garden concept is well
oUserced in our plans. Our intent is not to sell as much beer as possible,
but to provide it as an alternative beverage with food. Through our plans
�:e. feel the attendees �vill use it as that, and caill Ue prevented frcm nisuse
of the Qroduct.
