BE IT RESOLVED by the Common Council of the City of Oshkosh that the
proper City officials are hereby authorized and directed to accept a storm sewer

easement from Winnebago County/Wittman Regional Airport at 525 & 1135 West 20
Avenue, per the attached, and to execute any and all documents necessary for
purposes of same.

BACKGROUND
The adjacent subject parcels are a combined 611.17 acres in size and located along West
20�h Avenue and Knapp Street at Wittman Regional Airport. The Department of Public
Works is seeking approval of a storm sewer easement from Winnebago County that will run
through a portion of the property at 1135 West 20�h Avenue and through the property at 525
West 20ih Avenue.
ANALYSIS
The Glatz Creek Watershed has historically experienced severe flooding during rainfall
events most notably 20�h Avenue between South Park Avenue and Oregon Street. In 2009
the Storm Water Utility began an in depth analysis into this watershed and a consultant was
hired to prepare a storm water management plan which resulted in construction of a relief
storm sewer in 2013. The Department of Public Works has been working with Wittman
Regional Airport staff to have the next phase of the relief storm sewer constructed in
conjunction with a taxiway reconstruction project on the airport property which is scheduled to
begin in 2015. The Department of Public Works has reviewed the proposed easement and
noted that it will not conflict with city utilities and will coordinate with Winnebago County to
have appropriate documents signed and recorded at the Winnebago County Register of
Deeds.
FISCAL IMPACT
None anticipated.
RECOMMENDATION
The Plan Commission approved of the request at its July 7, 2015 meeting.

GENERAL INFORMATION

The Department of Public Works is requesting acceptance of a storm sewer easement from
Winnebago County at 525 & 1135 West 20`h Avenue.

Property Location and Background Information:

Analysis:

rainfall events. Most notably, 20�h Avenue between South Park Avenue and Oregon Street has
historically suffered very severe flooding. In 2009, the Storm Water Utility began an in depth
analysis into the Glatz Creek Watershed by hiring McMahon Associates, Inc. to prepare a storm
water management plan for the entire watershed.
As a result of the analysis performed, the Department of Public Warks began the construction of a
relief storm sewer for the Glatz Creek Watershed in 2013. This wark coincided �vith the
reconstruction of 23`d Avenue from Montana Street to Doty Street, Doty Street from 23`d Avenue
to 24`h Avenue and 24`h Avenue from Doty Street to Lake Winnebago. The next phase of the relief
storm sewer will extend into Wittman Regional Airport.
Staff from the Department of Public Works has been working with staff from Wittman Regional
Airport and OMNNI Associates, Inc. to have the next phase of the relief storm sewer constructed
as part of a taxiway reconstruction project on the airport. This project is scheduled to begin
following EAA AirVenture 2015.
In order to construct the storm sewer through Wittman Regional Airport, the City needs to obtain a
storm sewer easement from Winnebago County. The proposed 30 ft wide easement will run north
to south along a portion of the east property line starting near the end of Knapp Street at 1135
West 20`h Avenue and run west to east through the property at 525 West 20�h Avenue, ending at the
parcel's east property line.
The Department of Public Works reviewed the proposed easement and reported that the easement
will not conflict with city utilities. The Department of Public Works will coordinate with
Winnebago County to have appropriate easement documents signed and recorded at the
Winnebago County Register of Deeds.
RECOMMENDATIONS/CONDITIONS
Staff recommends approval of accepting the proposed storm sewer easement as requested.
The Plan Commission approved of accepting the easement as requested. The following is the Plan
Commission's discussion on this item.
Mr. Slusarek presented the item and reviewed the site and surrounding area as well as the zoning
classifications in this area. He discussed the measures taken to improve the storm water
management plan for the Glatz Creek Watershed and reviewed the site plan for the proposed
easement. He further stated that the area suffered from severe flooding issues and reviewed a map
depicring the Glatz Creek Watershed.
Mr. Hinz stated that the water flowage runs from the west to the east in the city and questioned
how this storm sewer improvement would help with flooding issues on the east side of the airport.
James Rabe, Civil Engineer Supervisor, explained the flooding concerns on 20`� Avenue which is
severe from South Park Avenue to the railroad tracks and how this storm sewer easement from
Knapp Street extending down 20�h Avenue will reduce the issues in this area.
Mr. Hinz inquired if this would have any impact on properties to the east of the airport.
Mr. Rabe indicated that it would reduce the flooding on 20�h Avenue and this work would coincide
with reconstruction already completed on 23`d & 24`� Avenues and Dory Street.
Motion by Gray to approve the acceptance of a storm sewer easement at 525 & 1135 W.
20`� Avenue.
Seconded by (/ajgrt. Motion carried 8-0.

In order to construct the storm sewer tluough Wittman Regional Airport, a City needs to obtain a
storm sewer easement from Winnebago County. The Wisconsin Department of Transportation,
Bureau of Aeronautics has required the easement to be completely executed prior to awarding
the construction contract.
Accepting tYus easement is a critical part of continuing the flood reduction goals for the Glatz
Creek Watershed, and allows the City to continue working with the County on collaborative
projects to benefit both entities:
