PURPOSE: APPROVE ACCEPTING STORM SEWER EASEMENT AT
150 NORTH CAMPBELL ROAD

PLAN COMMISSION RECOMMENDATION: Approved
BE IT RESOLVED by the Common Council of the City of Oshkosh that the
proper City officials are hereby authorized and directed to accept a storm sewer
easement from Fox Valley Technical College at 150 North Campbell Road, per the
attached, and to execute any and all documents necessary for purposes of same.

BACKGROUND
The subject 12.63 acre property is located at the corner of Ohio Street and Witzel Avenue,
east of North Campbell Road. A multipurpose Fox Valley Technical College building is
located on the subject property as well as an athletic field to the south of the building. The
Department of Public Works, along with AECOM, is seeking approval of a storm sewer
easement from Fox Valley Technical College that will cross the eastern portion of the subject
property, near to the Ohio Street right-of-way.
ANALYSIS
The 3�d Avenue Watershed is a fully developed urban watershed with a storm sewer outfall at
the Wisconsin-Ohio Street bridge that receives runoff from Ohio Street, 3rd and 4'h Avenues.
In 2012 the Department of Public Works began an analysis of the main storm sewer in this
watershed in conjunction with the planned reconstruction of the Public Works Field
Operations Facility and hired a consultant who recommended construction of a new outFall to
the Fox River reducing the impact of flooding in this area. In order to construct this storm
sewer, the City is proposing a 30 foot wide easement along Witzel Avenue running northeast
to the river. The Department of Public Works has reviewed the request and noted that the
easement will not conflict with city utilities and will coordinate with Fox Valley Technical
College to have appropriate easement documents signed and recorded at the Winnebago
County Register of Deeds.
FISCAL IMPACT
None anticipated.
RECOMMENDATION
The Plan Commission approved of the request at its July 7, 2015 meeting.

GENERAL INFORMATION

Actions Requested:
The Department of Public Works along with AECOM is requesting acceptance of a storm sewer
easement from Fox Valley Technical College at 150 North Campbell Road.
Applicable Ordinance Provisions:

the southeast corner of the parcel and run northeast parallel to Ohio Street, ending at the Fox
River.
The Department of Public Works reviewed the proposed easement and reported that the easement
will not conflict with city utilities. The Department of Public Works will coordinate with Fox
Valley Technical College to have appropriate easement documents signed and recorded at the
Winnebago County Register of Deeds.
Staff recommends approval of accepting the proposed storm sewer easement as requested.
The Plan Commission approved of accepting the storm sewer easement as requested. The
following is the Plan Commission's discussion on this item.
Mr. Slusarek presented the item and reviewed the site and surrounding area as well as the land use
and zoning classifications in this area. He reviewed a map of the 3`a Avenue Watershed and
explained that following an analysis of this watershed, a recommendation was made to construct a
new outfall to the Fox River. He described the proposed easement and reviewed a site plan
depicting the area of it.
There was no discussion on this item.
Motion by Uajgrt to approve the acceptance of a storm sewer easement at 1� 0 N Campbell
Road.
Seconded by Cummings. Motion carried 8-0.

Wisconsin-Oluo Street Bridge. The outfall receives nzuoff from Ohio Street (north of 4�`
Avenue) and also from 3`a and 4� Avenues (between Idaho and Ohio Streets). In 2012, the
Department of Public Works began an analysis of the main storm sewer in this watershed in
conjunction with the planned reconstruction of the Department of Public Works Field Operations
Facility.
The Department of Public Works contracted with AECOM Technical Services to analyze the
watershed. As a result of tlus arialysis, it was recommended to construct a new outfall to the Fox
River. This new outfall will reduce the impact of flooding within this watershed, and most
notably, on Ohio Street.
In order to construct the storm sewer, the City needs to obtain a storm sewer easement from Fox
Valley Tectmical College. The easement will be across the eastem portion of the Fox Valley
Technical College property, neaz to the Ohio Street right-of-way.
Accepting this easement is a critical part of continuing the flood reduction goals for the City of
Oshkosh.
