Washburn Street, west of 1015 S. Washburn Street (Motel 6). The four parcels totaling 11.11 acres are an undeveloped island located behind commercial and industrial developments to the east, multiple family uses to the south and west and single family and commercial uses to the north. In 2006, the Plan Commission reviewed an official mapping request for this project which was approved by the Common Council on November 14, 2006 (Ord. 06-340A). ANALYSIS The Department of Public Works is requesting conditional use permit approval for construction of a wet storm water detention basin at the subject site which will have the unique ability to contribute storm water to both the Campbell Creek and Sawyer Creek Watersheds which have suffered flooding issues during rainfall events. A detailed storm water management plan began in 2005 resulting in the recommendation and construction of three area detention basins. This proposed detention basin would receive runofF from storm sewer in Maricopa Drive and will be located on the northern portion of the property with the remaining southern half of the basin structure functioning as overflow storage which will slowly release downstream. The basin will have the capacity to store 84 acre-feet of water and will remove suspended solids and contaminants from storm water improving water quality and providing flooding relief downstream. Construction costs are included in the 2015 Capital Improvements Program for the basin with additional storm sewer improvements scheduled for 2016. Landscape plans include emergent plantings on the safety shelf, native plantings, arborvitae, as well as two trees with access to the site via S. Washburn Street on City-owned land. The proposed basin is consistent with the City's Comprehensive Land Use Plan and will have a positive impact on surrounding lands. FISCAL IMPACT None anticipated. RECOMMENDATION The Plan Commission approved of the request at its July 7, 2015 meeting. West �, Multiple Family Residential 10 Yeaz Land Use Recommendation 20 Year Land Use Recommendation ANALYSIS Highway 41 Corridor District Overlay R-3 Commercial The Department of Public Works is requesting Conditional Use Permit approval for construction of a wet storm water detention basin generally located at the southwest corner of W. 9th Avenue and S. Washburn Street. In their narrative, they state that this basin will have a unique ability to contribute storm water to both the Campbell Creek and Sawyer Creek Watersheds, with Campbell Creek receiving the bulk of the runoff in most scenarios. Historically the Campbell Creek Watershed has suffered moderate to severe flooding in minor to moderate rainfall events which has been a known issue since the 1960s. A detailed storm water management plan began in 2005 resulting with the recommendation and construction of the Tipler Area Dry Detention Basin, Tipler Conveyance Upgrades, the VJesthaven Clubhouse Area Detention Basin and the Armory Area Detention Basin. This project involves the construction of a wet basin receiving runoff from storm sewer in Maricopa Drive to the south end of the basin. As designed, the wet basin will be approximately 233 feet by 290 feet located on the northern portion of the property. The wet basin is connected to the south to an approximately 290 foot by 122 foot half-circle shaped forebay used for sedimentation. Together, the wet basin and forebay will function primarily for quality control; removing suspended solids and various contaminants from storm water. The remaining south half of the basin structuze will funetion as overflow storage during storm events and slowly release water into the downstream system. The proposed basin will have the capacity to store 84 acre-feet (27.4 million gallons) of water. Water will discharge out near the northeast corner of the proposed basin into the downstream storm water system. In addition to the storm water detention capacity, the basin will also: • Slow the release of runoff into the downstream storm sewer. Allow for the settling of suspended solids (approximately 25 tons per year). Remove phosphorus from storm water runoff (approximately 130 pounds per year). Construction for the proposed basin is included in the 2015 Capital Improvements Program. A subsequent storm sewer project is scheduled for 2016 which will more efficiently get water from upstream areas to this basin. The Department of Public Works's consultant has submitted a landscape plan which shows emergent plantings covering the basin's safety shelf, and typical native plantings throughout the Shoreline Zone and Side Slope Planting 7one. The plantings listed consist of a wide variety of native plants and grasses suited to this environment. Along the periphery of the basin within the Mow Fescue Planting Zone, the plan calls for clusters of three to four arborvitae spaced ltem —CUP �Starm Water Detention Basin — W 7" Av & S Washburn approximately every 100 feet (19 clusters total) as well as two Burr Oak trees at each corner of the basin (eight total). Staff reviewed the landscape plan and has no concern with the quantities and varieties of proposed plantings. The Department of Public Works has generally done a very good job with landscaping related to storm water basin developments. Access to the site will be made via S. Washburn Street on City-owned land located north of 1015 S. Washburn Street (Motel 6). The Comprehensive Land Use Plan has identified this area for future commercial development. Staff is in the opinion that the proposed basin is consistenY with the Plan's recommendation in that public facilities are permitted within and a typical component of commereial zone districts via conditional use. Additionally, traditional commercial development at this location may have been challenging due to the very limited access and poor visibility from Interstate 41, W. 9�h Avenue and S. Washburn Street. Stafffeels this project is in the best interest of the City and the basin will improve water quality and should provide relief to downstream properties who have historically dealt with flooding issues, especially those within the Campbell Creek Watershed. Staff believes that the development meets the standards set forth in Section 30-33: Planned Developments and will have a positive impact on sunounding lands, will be harmonious with the intended character of the general vicinity, and will not be detrimental to neighboring properties or the community as a whole. Staff recommends approval of the Planned Development and Conditional Use Permit for the wet storm water detention basin as proposed. The Plan Commission approved of the planned development/conditional use permit as requested. The following is the Plan Commission's discussion on this item. Mr. Nau presented the item and reviewed the site and surrounding area as well as the land use and zoning classifications in this area. He described the subject site and stated that the Common Council approved an ofFicial mapping request for this site in 2006 and the land has since bcen acquired. He described how the detention basin would function and discussed the flooding issues in this area as well as the storm water managemcnt plan and detention basut construction to address these issues. He also reviewed the site plan for the proposed detention basin and further described its funetions regarding water flow and sedimenYation removal which will assist in both the water quality and flooding issues downstream. He stated that construction is scheduled for 2015 with additional improvements to be completed in 2016. He also discussed landscaping for the detention basin and access to the site and explained how this use would be consistent with the City's Comprehensive Plan. He explained how this basin would benefit both the Campbell Creek and Sawyer Creek Watersheds and reviewed a map depicting the locations of the watersheds. Mr. Gray requested an explanation of the Side Slope and Mow Fescue Planting Zones referenced in the staffreport. /tem —CUP �Srorm Wa[er Detention Basin — W 9'" Av & S Wpshburn 3 Mr. Rabe described the grasses to be used on the upper perimeter of the proposed detention basin which would reduce maintenance costs for the city as well as the plantings for the side slopes and shoreline zone areas and how they function in conjunction with the detention basin. Mr. Gray then questioned why this request was a planned development rather than just a conditional use permit. Mr. Nau explained that a portion of the property was located in a zoning classification that had a planned development overlay which requires approval of both a planned development and a conditional use permit. He also reviewed the zoning dassifications on the subject site. Motion by Vajgrt to approve a planned development/conditional use permit for a public utility structure (wet storm water detention basin) west of I015 S. Washburn Street. Seconded by Nollenberger. The storm sewer capacity at numerous cross over points along USH 41 determine whether water flows to Campbell Creek or to Sawyer Creek. Under most circumstances, Campbell Creek is the ultimate receiving water for runoff from this azea. The Campbell Creek Watershed has historically sufFered moderate to severe flooding in minor to moderate rainfall events. The City of Oshkosh Comprehensive Plan has identified the Campbell Creek Watershed as having flooding concerns since the 1960's. A detailed plauuiug level Storm Water Management Plan study began in 2005. As a result of that plan, and subsequent updates, the Tipler Area Dry Detention Basin, Tipler Conveyance Upgrades, the Westhaven Clubhouse Area Detention Basin and the Armory Area Detention Basin projects have been constructed. The e�usting property is vacant land located immediately west of the Motel 6 property at 1015 South Washburn Sh�eet. The proposed project will construct a wet detention basin on this vacant land. The wet detention basin will receive runoff from the storm sewer in Maricopa Drive. The proj ect will consh-uct a new storm sewer from Maricopa Drive into the south end of the detention basin through a storm sewer easement. Runoff will enter the south end of the detention basin and dischazge out the northeast comer of the detention basin. The detention basin will have the capacity to store appro�mately 84 acre-feet of water. The detention basin will serve to slow the release of runoff into the downstream storm sewer. The storm sewer upgrades taking place as a part of this project, and a proposed 2016 conshuction.project will serve to get water off the street in the upstream azeas and into the detention basin in a more efficient manner. By getting water into the detention basin in a more efficient manner, and slowing the downstream release, the impacts of flooding in the areas upstream and downstream of the detention basin will be reduced. The detention basin also allows for the settling of suspended solids and removal of phosphorus from the storm water runoff prior to dischazging water back into the storm sewer system. It is estimated that the detention basin will remove approximately 25 tons per year of sed'vnent and approximately 130 pounds per yeaz of total phosphorus from the storm water. This equates to appro�mately an 86% reduction in sediment and 59% reduction in total phosphorus. (i W ?
