BREWERY APARTMENT REHABILITATION PROJECT PURSUANT TO
URBAN DEVELOPMENT ACTION GRANT REQUIREMENTS
DIVISION OF PLANNING AND RESEARCH
BE IT RESOLVED by the Common Council of the City of Oshkosh, after
having reviewed the effects of the proposed Urban Development Action Grant
Program project referred to as the Oshkosh Brewery Project, finds that
such project has no significant effect on the environment.

Most of the adverse impacts are minimal in scope, such as reha6ilitation
construction noise and dust are temporary, occurring during construction
only, and can be minimized by proper planning.
The proposed project is a major rehabilitation effort preserving the
historically/architecturally significant Chief Oshkosh Brewery Building
in the City of Oshkosh. A11 rehabilitation components to be undertaken
will be in accordance with the Secretary of the Interior's Standards
for Nistoric Preservation.
The Brewery has been nominated for listing in the National Register of Historic
Places in 1982. However, the owners at that time did not wish to have the
building listed. The developer {Vintage Investment Co.), who has an option at
present, has indicated that should the project reach fruition, they would with-
draw their objection (as the new owners) so that the Brewery could be listed
pursuant to Federal regulations (36 CFR 60.60).
An Environmental Review Record respecting the within oroject has Deen made by
the above-named City which documents the environmental review of the project and
more fuily sets forth the reasons why such statement is not required. This
Environmental Review Record is on file at the above address and is available
for publiC examination and copying, upon request, at the office of the City
Planning and Research Department, City Ha11, �shkosh, Wisconsin, between the
hours of 8:00 a.m. - 4:30 p.m.
The Environmental Review Record is complete except for the procedures under
3b CFR Part 801 which are presently under way. These procedures will be completed
before request for release of Federal funds.
All interested agencies, persons and groups disagreeing with the decision are
invited to submit written comments for consideration by the City, to the City
Manager'S Office, City Hall, Oshkosh, Wisconsin, on or before December 3, 1984.
All such comments so received will be considered and the City wilt not request
the release of Federal funds or take any administrative action on the within
project prior to the date specified in the preceding sentence.

NOTICE OF FINDING OF NO SIGNIFICANT EFFECT ON THE''ENVIRONMENT
City of Oshkosh, Wisconsin

TO ALL INTERESTED AGENCIES, GROUPS AND PERSONS:
The above-named City proposes to request the U.S. Department of Housing and
Urban Development to release Federal funds under Title 1 of the Housing and
Community Development Act of 1974 (PL 93-383) to be used for the following
project:
PROJECT: Rehabilitation of Chief Oshkosh Brewery
PURPOSE: Rehabilitation of Oshkosh Brewery into 75 apartment units
LOCATION: 161U Doty Street, City of Oshkosh, Winnebago County, Wisconsin
ESTIMATED COST OF THE PROJECT: $2,500,000
It has been determined that such request for release of funds will not constitute
an action significantly affecting the quality of the human environment and accord-
ingly, the above-named City has decided not to prepare an Environmentai Impact
Statement under the National Environmental Policy Act of 1969 (PL 91-190). .
The reasons for such decision not to prepare such statement, are as foltows:
- The project involves rehabilitation of the Oshkosh Brewery Building
which is in a state of deterioration. The project is the appropriate
and best use for the area which has other condominiums and apartment
units within the existing neighborhood.
- The project will promote economic development, increase investment
in the adjacent neighborhoods, job opportunities, and more public
and private facilities for the residents of Oshkosh.
- The project has citizen support_
- The project will make no significant contributions to air, water
or noise pollution.
- The project will not affect any utilities or services.
- No unusuai, unique or rare flora or fauna will be affected.
- No significant irreversible or irretreivable commitment of resources
are involved.
- The proposed project conforms with local and regional comprehensive
plans.
- The proposed project does not have any significant adverse effect on
any other environmental or social factors.
