We are submitting herewith for your consideration an invita- tion to bid on: DRY CLEANING AND LAUNDERING REQUIREMENTS FOR POLICE DEPARTMENT FOR 1985 2. Bids must be add*es�ed to Oshkosh Purchasing Dir-ision, P.O. Box 1130, City Hall, Oshkosh, Wisconsin 54902. Envelope shall show name of bidder, and must be plainly marked in the lower left hand corner "Bid for Dry Cleaning and Laundering." 3. Bids must be on file in the office of the Purchasing Agent no later than10:30 a.m., C.S.T_, Tuesday, November 20, 1984 Any bids received after that hour and date will not be opened and will be returned to the bidder unread. 4. A written request for the withdrawal of a bid or any part thereof may be granted if the request is received by the City prior to the specified time of opening. 5. All formal bids submitted shall be binding for thirty-five (35) calendar days following bid opening date, unless the bidder(s) upon request of the Purchasing Agent, agrees to an extension. 6. Bids will publicly opened and read at the hour and date above stated. Award, if any, will be made as soon thereafter as practical. 7. Although no certified check, cashier's check, or bid bond must accompany the groposal, if the bid is accepted, the bidder must execute and file the proper contract within ten (10) days after award by the Common Council and receipt of the contract form for signature. 8. The City reserves the right to reject any and all bids and to waive any informalities in bidding. 9. Proposals shall be submitted on the sheets provided by the City of Oshkosh and proposals not submitted on these forms will be considered irregular and will not be read. 2. All prices shall be quoted, brought in and then picked up at the vendors establishment, with all applicable Federal Excise taxes and Wisconsin Sales Taxes deducted. The City of Oshkosh is exempt from these taxes and will furnish proper exemption certificate, if re— quested by the successful bidder. 3. Bids will be considered only from fully equipped and well established firms regularly engaged in the laundering or dry cleaning business. 4. Bidders shall be of known reputation and shall have sufficient qualified personnel and equipment to insure that they can adequately and satisfactorily provide the service requested in these specifications. 5. Invoices shall be sent monthly to the Oshkosh Purchasing Division, P 0 Box 1130, Oshkosh, Wisconsin, 54902. Invoices are paid on the first and third Thursdays of each month, depending upon when your invoice is received for processing. 6. Vendor shall provide the officer with a receipt showing articles to be cleaned, when articles are left for cleaning. 7. Vendor shall be responsible for articles of clothing lost after 30 days. Replacement shall be at current cost. SPECI�FICATIONS DRY CLEANING AND LAUNDERING BEQUIREMENTS The Police Department will supply a list of personnel who are eligible for dry cleaning service and the laundering of shirts and lightweight jackets. The successful dry cleaning and/or laundering establishment will be expected to provide the Purchasing Divisian with their monthly invoice, together with supporting individual sales sbips showing the name or 6adge numbe� of the police officer for whom the cleaning and/or laundering service was performed. DRY CLEANING Items to be cleaned will be brought to the dry cleaning establishment and picked up by each police officer, as needed. Items are to be dry c7eaned and buttons replaced. While Police uniform items may be cleaned up to the frequency allowed in their contract, from experience, their actual cleaning and taundering requirements are more in accord with the estimated requirements stated on the Proposal form. Because of possible damage to the police uniforms and jackets while cleaning by using the wrong cleaning solution, we Por6id the use of Perclorlhylene in cleaning Police uniforms and .iackets. Uniform items to be cleaned for 70 officers are as follows: a. Winter Jackets (winter jackets and liners are to be waterproofed by a Scotch 6uard or similar process) b. Trousers e. Sweaters f. Hats- three hats furnished Non-Uniform apparel to be cleaned for 13 offfcers are as follows: a. Top coats and/or Overcoats b. Suits or Sport Coat� and Trousers C. Hats- two hats d. Ties- as needed LAUNDERING a. Shirts iir s w±ll be brought to the launderers and picked up bv each officer as needed. While not certain of the quantity of shirts that will be laundered a shirt could be laundered for each work day by each of the $� eligible police officers. Short Sleeve Blue Shirts 5°a/35°o polyester-cotton shirts are to be washed and ironed, buttons sewed on, and starched to the requirements of the individual police officer. LONG SLEEVE BLUE SHIRTS 55% dacron 45% viscose- machine washable in warm water, gentle dry at low temp. cool iron, no bleach. Shirts wi11 be picked up either on a hanger or folded, as specified by the officer. b. Lightweight Nylon Jackets (Chill Chasers) without linin�.
